ACF is seeking a talented and experienced Cambodian national with outstanding qualifications for the position of Finance Consultant based in Phnom Penh for a period of five months commencing from October 01, 2024, to February 28, 2025. The selected candidate will be working full-time, 5 days per week at the ACF office. This is a challenging and rewarding opportunity with a high level of responsibility.
Duties and Responsibilities
The Finance Consultant will perform the following tasks among others:
Financial performance and oversight functions:
- Prepare bookings and vouchers, ensuring all payments comply with ACF policies and procedures.
- Verify vouchers to ensure there are appropriate and sufficient supporting documents.
- Conduct cash counts, cash and bank reconciliations, and fund reconciliations.
- Assist the Manager of Finance and Administration with the monthly and fiscal year account closing.
- Prepare monthly and annual tax payments, including recording them in the GDT E-filling system.
- Prepare monthly payment to NSSF, including recording in the NSSF E-filling system.
- Assist the MFA in coordinating the audit with external auditors.
- Maintain and update ACF fixed asset list
- Other ongoing tasks, if assigned by FAM, will be discussed with the Consultant.
Financial reporting:
- Prepare monthly, quarterly, and annual financial reports.
- Provide support to FAM in preparing annual financial report, audited financial report, and submitting to Ministry of Interior (MoI), Ministry of Economics and Finance (MoEF), The Council for the Development of Cambodia (CDC), Accounting and Auditing Regulator (ACAR), and donors.
- Other separate tasks, if assigned by FAM, will be discussed with the Consultant.
The required qualities of the ideal candidate include:
- Minimum two-year experience in accounting/finance in public or Non-Profit Organization.
- Competent in using computerized accounting. Skill in using the Sun System accounting software is an advantage.
- Experience with Cambodian Taxation system in an advantage.
- Experience in preparing the annual financial report for Accounting and Auditing Regulator (ACAR) is an advantage.
- Excellent proficiency in Microsoft Office (spreadsheets and word processing)
- Excellent organisational skills, including filling skills, the ability to design and maintain effective systems, organise resources and establish priorities.
- Excellent communication skills in Khmer and English (speaking and writing)
Consultancy fees
The selected candidate will be provided with competitive consultancy fees on a monthly basis and paid according to the number of working days.
