The Finance Assistant assists all day-to-day accounting operations, with functional responsibility for accounting, accounts payable, payroll, grants administration, and financial management of IIRR Cambodia. Responsibilities also include production of financial reports; proper maintenance of accounting records; accurate processing of financial transactions; and administration of a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the organization’s reported financial results, and ensure that reported results comply with the Institute accounting policies and procedures, adhere to grants management standards, and result in flawless audits. The post holder will be based in Phnom Penh, Cambodia; this position reports to the Cambodia Country Director, and Finance Officer of IIRR Cambodia.
Roles and Responsibilities:- Assist in providing useful financial insights to help make better decisions about formulating and executing strategy, and provide guidance and analysis to executive and operational management to improve results.
- Assist in preparing and analyzing accurate monthly financial and management reports, including Statement of Activities, Statement of Financial Position, Project Variance Reports, budgets, variance, projections and forecast, and cash flow.
- Assist in the following areas: general ledger, accounts receivable, accounts payable, expense reports, billing, and payroll.
- Prepare accounts payable, accounts receivable, new-hire onboarding, benefits administration, and broker relationship management.
- Oversee maintenance of personnel files.
- Assist in the management of grants reporting, compliance, and reconciliation.
- Prepare a variety of ad hoc financial scenarios as requested.
- Ensure that all financial transactions are processed accurately, in a timely manner, and in accordance with generally accepted accounting principles.
- Develop, implement, and maintain processes and controls that are current best practices related to transaction processing.
- Act as backup for processing all of the following transactions: payroll, accounts payable, revenue and expense, fixed assets, cash, bank reconciliations, and allocations.
- Perform month-end closing procedures, including overhead allocations, account reconciliations, and updating schedules.
- Maintain an orderly accounting filing system.
- Assist in issuing timely, accurate, and complete financial statements for all levels, including executive, and management.
- Assist in coordinating the preparation of the draft audited financial statements and all tax returns.
- Assist in coordinating the preparation of financial information in the corporate annual report.
- Calculate and issue financial and operating metrics.
- Assist in production of cash flow reports, annual budget, and forecasts.
- Calculate variances from the budget and report significant issues to management.
- Provide for a system of management cost reports.
- Provide financial analyses and models as needed, in particular for capital investments, pricing decisions, and contract negotiations.
- Minimum of 3 (three) years work experience in similar responsibilities; (experienced in working with auditing firms or with NGOs/Not-for-Profit Organizations is an advantage)
- Solid experience in coordinating audit activities and managing reporting, budget development and analysis, accounts payable and receivable, general ledger, payroll, and accounting for investments
- Keen attention to details and good analytical skills
- Ability to communicate in English (written and verbal communications)
- Excellent knowledge in MS-Excel, and other related accounting systems
- Ability to articulate potential problems and propose creative solutions
- Ability to perform well in a complex work environment (team player) and address numerous simultaneous requests effectively
- Demonstrate ability to deliver high-quality, accurate work within tight deadlines
- Experience in using computers and office software applications such as MS Word, Power Point, and Internet
