The U.S. Mission in Phnom Penh is seeking eligible and qualified applicants for the position of English Language and Experiential Learning Coordinator (Public Engagement Assistant) for the Public Diplomacy Section.
Duties
The English Language and Experiential Learning Coordinator coordinates Mission Public Diplomacy (PD) English language outreach to Emerging Voices (EV) audiences, reaching youth, minorities, and those who influence them through English teaching and learning programs. Conceives, develops, and implements both in-person and virtual English language teaching and learning projects and activities and organizes teacher training and professional development opportunities for English teachers. Coordinates Mission PD outreach to EV audiences through Experiential Learning (EXPL) projects and events, typically “learning through experience” activities, such as tech or entrepreneurship camps, music and sports programs, journalism training, and other focused community engagement programs. Designs, develops, identifies cosponsors and funding sources; plans and oversees a range of outreach activities; and identifies cosponsors and funding sources in support of Mission goals.
The English Language and Experiential Learning Coordinator works under the direct supervision of the Public Diplomacy Officer (Emerging Voices) or Public Affairs Officer (PAO) designee and receives work guidance from the Regional English Language Officer (RELO), who may be located in another country. The position has no supervisory responsibilities.
Qualifications and Evaluations
Requirements:
EXPERIENCE: Three (3) years of experience in English language teaching and/or teacher training OR three years of experience in project management for English language education, linguistics, or American Studies is required.
JOB KNOWLEDGE: (This may be tested.)
Must have knowledge of the latest trends in teaching English as a foreign language. Must have general knowledge of project management, including defining project objectives, outcomes, and assessment methods. Detailed knowledge of Cambodian secondary and tertiary academic institutions and standards of instruction and English language curricula is required.
A thorough understanding of the attitudes and preferences of the EV audience sector in Cambodia, including the regional, ethnic, social, cultural, linguistic, and other factors and institutions that shape those attitudes, is required.
Knowledge of typical customer service standards and marketing tools designed to engage specific audience segments, particularly the EV sector, in Cambodia is required. Knowledge of latest trends in audience engagement in related public service institutions such as think tanks, museums, academic institutions, professional training institutes, as relevant for the EV sector, is required. Must have an understanding of communication trends in the region and internationally as it affects the Cambodian information landscape and must be familiar with digital practices and procedures used by, or influential with, Cambodia’s EV sector.
Knowledge of latest trends in EXPL engagement in related public service institutions such as schools, museums, and training institutes, as relevant for the EV sector, is required. Knowledge of the types of technical and regulatory requirements associated with arts, sports, technical learning camps, or other public engagement activities in Cambodia is required. Must have knowledge of the primary influencers in popular culture, as well as Cambodian institutions, government structures, and policies that shape local attitudes toward experiential learning techniques and/or EV audiences, particularly youth. Must be a practitioner of digital communication tools and practices trending with youthaudiences, as well as those used by cultural or idea leaders influential with Cambodia’s EV sector. Understanding of the complex and changing nature of the information environment, including current trends in international and Cambodian
communications landscape is required.
Education Requirements:
Bachelor's degree in English, Teaching English as a Foreign Language, Education, American Studies, Communications, or local equivalent is required.
Evaluations:
LANGUAGE: English and Khmer Level IV (Fluent) Reading/Writing/Speaking are required. (This may be tested.)
SKILLS AND ABILITIES: (This may be tested.)
Analytic Skills: Must be able to perceive the emergence of new influencers and adjust operations and program accordingly.
Communication and Interpersonal Skills: Must have excellent customer relations, interpersonal, and cross-cultural communication skills and be able to identify and engage key figures critical to shaping local public opinion. Must have excellent written and oral communication skills, including for public speaking, interviewing for evaluation purposes, writing reports, and contributing material for publication in both English and Khmer. Must be able to tailor communications to fit formal and informal situations and different ethnic, religious, and linguistic cultures. Must be able to brief on a variety of issues and interpret between English and Khmer for public programs.
Management Skills: Strong project management skills are required, including the ability to develop and oversee project budgets and to organize, run, and present professional and educational projects such as workshops, seminars, digital and in-person conferences, panel discussions, lectures, and camps. Must be able to negotiate agreements with partner institutions and manage their fulfillment.
Technical Skills: Good keyboarding and data entry skills and excellent familiarity with electronic discovery tools, in particular the Internet, and standard information retrieval practices and procedures are required. Thorough, detailed knowledge of various computer software programs, specifically Microsoft Word, Excel, graphic design and photo editing software, databases, and reporting tools is required. Must be able to use social media and mobile platforms, photo and video sharing sites, podcast creation tools, and basic photo and video tools.
