ABOUT THE OPPORTUNITY
Internews is seeking a Deputy Chief of Party candidate for the USAID-Cambodia Media Development (CMD) Activity with a goal strengthen and expand the diversity of trustworthy news and information sources available to Cambodians so that they can be better equipped to participate in civic life. The Deputy Chief of Party will work under the supervision of the Chief of Party to plan and oversee the implementation of this activity. Applicants must have a bachelor’s degree or higher in international development, media and communications, social sciences, law, business administration, or an equivalent related area of study. The DCOP will have demonstrated experience in coordination with governments, donors, counterpart organizations, and other Cambodian stakeholders. Excellent oral and written communication skills in English and Khmer are required.
LOGISTICS
This position will be based in Phnom Penh, Cambodia.
This is a limited-duration position, with an anticipated term of 4-5 years.
Note: Hiring of this position is contingent upon receipt of funding and donor approval.
- Support the Chief of Party (COP) in the design and implementation of annual work plans, ensuring alignment with Internews’ policies and procedures and USAID regulations, as outlined in the Cooperative Agreement.
- Collaborate closely with the COP to implement the daily program operations.
- Under the COP's leadership, provide technical oversight, mentorship, and direction to the Internews team and partners, tracking performance and ensuring quality assurance through regular communication. Support the COP and Monitoring & Evaluation (M&E) team, coordinating team and partner efforts on program reporting, communications, and Activity Monitoring, Evaluation and Learning Plan (AMELP) compliance to efficiently and effectively ensure implementation and measure impact.
- Produce donor reports, including quarterly, annual and final reports, in accordance with the funder’s requirements;
- Develop and maintain a strategic awareness and understanding of issues affecting independent media, including security and political factors, to understand its viability and community.
- Build and maintain relationships with local and national civil society and media organizations by developing a productive working environment and facilitating relevant information exchange.
- Establish and maintain relationships with local and national level government, especially relevant authorities such as the Ministry of Information, the Ministry of Interior, NCDD, and other agencies.
- Collaborate with the COP to harness expertise, harvest feedback, and maximize team and partner input to ensure the program’s strategy remains innovative and adapted to the needs of the media landscape and context.
- In collaboration with the COP, oversee development of training and event agendas, identifying relevant and thematic experts to serve as trainers, mentors, and speakers.
- Provide facilitation, training, or serve as a resource speaker for online, hybrid, or in-person events and/or sessions, when appropriate.
- As delegated by the COP, represent Internews and coordinate with key stakeholders including non-government organizations, media organizations, private companies, USAID, government agencies.
- Provide support for developing new relationships and business initiatives, including contributions to writing new proposals, concept notes, and budgets, as necessary.
- Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
- Act as the COP in their absence.
- Help navigate uncertain and challenging political and civic environment in Cambodia, including regularly surveying current landscapes through news and informal networks to gain information about policy changes and other government actions that could impact the project’ implementation;
- Perform other duties and responsibilities as assigned by the COP.

- Bachelor or Graduate degree in international development, media and communications, social science, law, business administration, or related field.
- At least 7 years of demonstrated experience coordinating complex international development programs focused on media, access to information, technology innovation, civil society, or related areas.
- Excellent oral and written communication skills in Khmer and English.
- Detailed and nuanced understanding of the media sector in Cambodia and the region, including networks and alliance, and its development context.
- Proven communication, interpersonal, negotiation, and relationship management skills and experience.
- Demonstrated experience in building and maintaining relationships and networks with individuals, communities, development partners and other relevant stakeholders.
- Strong understanding of the media ecosystem and civil society landscape in Cambodia.
- Previous senior-level management experience, including significant staff, financial and administrative oversight.
- Strong interpersonal and communication skills.
- Experience working in Asia and other relevant (i.e., constrained operating environment) contexts.
- Professional experience in either print, broadcast, or new media is desirable.
- Knowledge of USAID rules, regulations, and policies is highly desirable.
