Join a passionate team of people committed to animal welfare and the control of rabies in Cambodia. The Worldwide Veterinary Service (WVS) and Animal Rescue Cambodia (ARC) with their joint project Mission Rabies Cambodia (MRC) are working together to educate the people of Phnom Penh and Kandal Province about rabies and how to get along with the canine population in their communities.
Since its inception in 2019, Mission Rabies Cambodia (MRC) has vaccinated over 90,000 animals against rabies within Phnom Penh and Kandal Provinces. Through its partnerships with the General Directorate of Animal Health and Production (GDAHP), the first provincial-wide mass dog vaccination (MDV) campaign was implemented in Phnom Penh Province in 2023.
In October 2024, WVS, ARC, GDAHP alongside partners will implement a large-scale MDV campaign in Phnom Penh, Kandal and Battambang Provinces. You will be working as a core campaign promotion liaison to develop and monitor the campaign promotion strategy - including social media, radio, or communication with press. Your critical role will help disseminate the campaign information to the public, maximising the outcomes of the MDV campaign..
This is a consultancy - not an employment - position. As a consultant, you are a freelancer, not an employee. The standard working hours is 40 hours a week.
Benefit:
- $500/month net.
- Work phone will be provided but own laptop is required
- Travel is reimbursed which is reimbursed daily to weekly after completing the trip if made by TukTuk/Grab/PassApp or own transport as stated in the internal SOPs.
- There is no insurance such as health and life and other additional benefit packages, since this is a consultancy position.
- TOIL policy is applied for working time over the working hours.
- Liaise with the UK team, working on social media posts or media engagement strategy
- Manage SNS comments/posts (Facebook, Instagram and Telegram channel)

- Coordinate with TV stations for opening ceremonies
- Liaise with newspapers/news media for press releases
- Liaise with campaign partners to coordinate the media campaigns
- Respond to public inquiries across all channels
- Fluent in Khmer and English language with the ability to translate texts from English to Khmer and from Khmer to English
- 1+ years’ experience in digital marketing
- 1+ years’ experience in multimedia marketing is considered an asset
- Competent technology skills including Microsoft Office and Google Suite
- Competent SNS skills including Facebook, Instagram or Telegram
- Demonstration of organisational and self-management ability
- Enthusiasm for education and animal welfare
- An understanding of the Cambodian media consumption
- No criminal record and ability to obtain a police record check within the first month of employment
- No previous employment termination for disciplinary behaviour or bad job performance
- The consultant will be required to travel to help organise in-person events during the campaign period (14 October - 1 November)
- Be able to work independently and with time constraints.
- Be able to address issues happening during project implementation to the international team
- Must own a laptop or computer
