Cambodia since 1984, entirely devoted to providing to vulnerable children the necessary conditions for their well- being and development. PE&D has a vision of a society in which children and young people have access to essential social, health, educational and cultural services which allow them to develop harmoniously and to flourish within their family and community without any discrimination.
Planète Enfants & Développement (PE&D) initiated a project entitled Housing and living conditions improvement in urban poor communities of Phnom Penh (HALI) in 2018, building on previous work with local NGO partner Samatapheap Khnom Organization (SKO). The project supports residents in informal settlements by improving homes and making them safer, strengthening community link and delivering family psychosocial support and training.
Since 2018, PE&D has implemented two phases of the HALI project in the urban poor of Phnom Penh. Phase 1 was launched from July 2018 – June 2021, targeted 8 poor informal settlements in the south while Phase 2 was from July 2021 – June 2024, and targeted 8 poor informal settlements in the north. Based on lessons learnt of the previous phases and the overall context of Cambodia, the last phase will start from July 2024 – June 2027, targeting 4 poor informal settlements. The objectives of the project focus on providing housing renovations, psychosocial supports and income generation opportunities and promoting gender equality as a cross-cutting issue. Moreover, continued strengthening capacity of existing partners and building capacity of a new partner to replicate the construction components still remains as one of the project objectives.
PE&D is looking for a motivated Construction Supervisor Assistant who has strong passion on improving living conditions of poor informal settlements through provision of housing renovations, and has strong collaborative skills working with the teams and partners.
Essential Duties and Responsibilities:
The Construction Supervisor Assistant will assist the Construction Supervisor in the implementation of the project activities related to construction, such as providing housing repair kits to vulnerable, complete full renovation to vulnerable families to improve their housing conditions, and assisting on micro-project constructions.
The Construction Supervisor Assistant is expected to:
- Assist on housing/ micro-infrastructure designs and construction techniques
- Assist on housing scoring assessment to identify unsafe houses by working collaboratively with the Community Mobilization Officer, local authorities and the PASSA groups
- Support feasibility study of identified houses for renovations
- Support the preparation of quantity (BoQ) for housing renovation kits and complete renovations and distribution of the materials
- Provide innovative and ecological solutions for housing designs and constructions
- Support the identification of local construction materials suppliers and prepare annual quotation analysis
- Identify local construction workers to be trained on construction techniques and hired to install housing renovation kits or complete renovations
- Involve in the bid announcement and open bidding process
- Contribute to development of construction guidelines and tools related to housing renovation kits installation and construction
- Assist on providing trainings on housing maintenance and cleaning to housing beneficiary
- Build and maintain strong relations with existing and new identified technical partners
- Report regularly progress in an updated database
- Assist in data collection if needed; and perform any other duties assigned by the line manager.
Requirements:
- Bachelor’s degree in civil engineering, architecture and urban planning or proven experience as a site engineer/ qualified technician in construction
- At least 1 year of experience in construction projects with private companies or NGO is an asset.
- Experience on construction design and working with community people
- Strong interest in supporting and working with vulnerable families and communities’ groups
- Able to occasionally support the activities during weekends
- Demonstrate commitment to PE&D’s vision and mission
- Strong coordination, communication skills, and team spirit
- Experience working in multicultural environment
- Good reporting skills
- Fluent in Khmer and good command in English (writing and speaking)
- High proficiency in using Microsoft Office and Modelling software (Sketchup, AutoCAD)
- Proficiency with GIS software is an asset
