Background:
DCA established its first office in Cambodia in 1997 after having supported partners since its inception in 1979. Currently, DCA's global strategy focuses on three areas: 'Fight Extreme Inequality' supporting active citizenship and human rights work, 'Save lives' focused on flood and drought humanitarian response, and 'Build Resilient Communities' boosting right to food, sustainable livelihoods, and agroecological food system. DCA approach is working through implementing partners, both NGOs and line Ministries. Up to 2024 DCA Cambodia is cooperating with more than 20 partners to implement various projects.
Job summary:
DCA Cambodia is seeking highly qualified Advocacy and Networking Coordinator candidates for an anticipated 5- year USAID funded program aimed to improve Cambodia’s civil society and grassroots organizers to be more effective while maintaining civil society’s ability to function within the country’s closing civic space. The Activity will address the needs, opportunities, and challenges identified by the civic actors, across relevant sectors, to foster engagement and respond to civic space challenges. The CSR activity will strengthen the agency, resiliency, and efficacy of civil society to advance agendas that are in the public interest and advance inclusive development.
The advocacy and networking coordinator will be responsible for overseeing, implementing, and coordinating a variety of programs, stakeholders, partners, and activities in relation to strengthening long-term planning to advance reforms and improving access to learning, networking, and exchange programs. This would include, among other things, planning, outreach, data collection, and coordination with CSOs.
Regardless of the content of this job description, the employee is expected to participate in any task necessary for the organization delegated by the manager at all times.
Main Responsibilities:
- Provide expert technical guidance on advocacy, networking and community engagement strategies in the line with project goals and USAID guidelines
- Build and maintain strong relationships with community leaders, local organizations, government agencies, and other relevant stakeholders.
- Conduct outreach, training sessions and capacity-building activities for local partners and community members to enhance their skills in advocacy, community mobilization, and engagement.
- Coordinate with government officials, NGOs, and other partners to advocate for systemic changes that support sustainable development.
- In collaboration with MEAL team, design and implement robust monitoring and evaluation mechanisms to assess the effectiveness of networking, community engagement and advocacy activities. Collect and analyze program data.
- Keep informed about industry best practices, emerging trends, and innovations in community development and advocacy. Utilize this knowledge to continuously improve strategies and approaches.
- Prepare and submit timely and accurate reports to HQ and USAID, highlighting the progress, achievements, and challenges in advocacy and networking efforts.
- Compliance and Strategic Planning: Ensure all networking and advocacy activities comply with USAID regulations and project requirements.
- Advocacy Strategy Development: Plan, develop and implement advocacy strategies to influence policies and practices that positively impact the project’s target communities including government officials, NGOs, and community leaders.
- Networking and Representation: Organize and represent the organization at networking events, conferences, and meetings to expand our influence and partnerships.
- Continuous Improvement and Adaptation: Monitor industry trends and best practices in advocacy and community development to innovate and adapt strategies effectively.
- Stakeholder Engagement and Capacity Building: Foster strong relationships with diverse stakeholders, including government bodies, NGOs, and community leaders. Conduct capacity-building activities to empower local partners and enhance their advocacy skills
Minimum Qualifications Requirements:
- This position is for a Cambodian national.
- Bachelor or Graduate degree in international development, social science, business, law, communication, or related field.
- At least 7 years of demonstrated experience coordinating large and complex or international programs including on civic engagement, advocacy, and among others, civil society.
- Good understanding of civil society organizations in Cambodia and its development context.
- Good understanding of CSOs alliance/networking in Cambodia and in the region.
- Solid communication, interpersonal, negotiation, and relationship management skills and experience.
- Demonstrated experience in building and maintaining relationships and networks with individuals, communities, development partners and other relevant stakeholders
