Background
The National Center for Parasitology, Entomology and Malaria Control (CNM), has been implementing a strengthened and comprehensive malaria program since 2004 through a series of grants received from the Global Fund for HIV/AIDS, TB, and Malaria (GFATM). The UNOPS as the Principal Recipient for the Regional Artemisinin Initiative 4 Elimination (RAI4E) Grant received funding from the Global Fund to collaborate closely with CNM in the malaria fight. CNM is designated as the Principal Implementing Partner (PIP) for the program of Regional Artemisinin Initiative 4 Elimination in Cambodia. CNM in collaboration with UNOPS and other partners, endeavours to ensure more effective decentralized malaria control operations at provincial and operational district levels and bring down the malaria related morbidity and mortality in the country.
Objective and Justification:
Specific Tasks
1. Collect the last updated forest cover in Cambodia and train the staff of MIS unit on how to get and process the forest cover data for next period.
2. Clean and consolidate the data from MoH, MOP and MoI to make the standard list in the CGR
Clean each data set by identifying and correcting errors, inconsistencies, and missing values.
3. Draft the concept of the common geo registry (CGR) tool

- Collect the last updated forest cover in Cambodia and train the staff of MIS unit on how to get and process the forest cover data for next period. Up-to-date forest cover data is crucial for CNM's work and the MIS unit currently lacks the expertise to acquire and process it for producing the malaria risk stratification. Training will ensure the long-term sustainability of data collection.
- Clean and consolidate the data from MoH, MOP and MoI to make the standard list in the CGR. Data from different ministries (Ministry of Health, Ministry of Planning, Ministry of Interior) currently uses different formats or definitions. Cleaning and consolidating the data ensures consistency and facilitates analysis within the CGR.
- Assist to develop the common geo registry (CGR) tool for storing the geo-data that CNM collected.
- CNM currently lacks a centralized system for storing their geodata. A CGR would improve data organization, accessibility, and avoid duplication of effort. Developing a CGR and establishing standardized data collection procedures will improve data management and analysis for CNM. This can lead to better informed decision-making across various government agencies.
- The selected contractor will develop and guide the MIS unit staff to develop the common geo registry (CGR) tool in Malaria Information System. Generate the forest cover in Cambodia and train the staff of MIS unit on how to get and process the forest cover data for next period.
Specific Tasks
1. Collect the last updated forest cover in Cambodia and train the staff of MIS unit on how to get and process the forest cover data for next period.
- Generate the forest cover in Cambodia from 2019 to 2023
- Research and identify the government agency or organization that holds the most recent forest cover data for Cambodia and recommend the data source to obtain the forest cover data annually
- Train MIS unit staff on how to processing the acquired forest cover data. This may involve using specific software or following established procedures.
2. Clean and consolidate the data from MoH, MOP and MoI to make the standard list in the CGR
Clean each data set by identifying and correcting errors, inconsistencies, and missing values.
- This could involve techniques like data validation, duplicate removal, and standardization.
- Develop a standard data format and structure for the consolidated list in the CGR. This may involve defining common data fields, units, and representations.
3. Draft the concept of the common geo registry (CGR) tool
- Work with the head of MIS unit drafting the concept the CGR tool to understand their needs and functionalities envisioned for the tool.
- Provide the forest cover data in Cambodia from 2019 to 2023
- MIS unit staff is trained to be able to obtain and process the forest cover data by themselves
- Consolidate and standardize the data for common geo registry (CGR)

Note; Payment shall only be made after submission of a report (to be approved by the National Malaria Program) for each of the milestones
Qualifications:
The contractor should have the following minimum qualification:
The contractor shall be expected to submit activity reports in line with the set deliverables and these reports shall be submitted for review and acceptance by the National Malaria Program before any payment is made.
Schedule of Payments
Payment will be done in several instalments as communicated in the table above.
Period
The work is to be concluded within 53 working days from the date of signing the contract.
The contractor shall share their proposed implementation schedule in line with the set deliverables

Qualifications:
The contractor should have the following minimum qualification:
- Master ’s or above degree in in GIS, Geography, or other related field
- At least 10 years’ professional experience in designing spatial databases and conducting spatial analysis and modelling with ESRI ArcGIS technology
- Experience in preparing GIS-related training materials and conducting GIS trainings
- Ability to lead a team of professionals
- Knowledge of database development skills using MySQL or Ms SQL server
- Familiarity with the health system in Cambodia is desired
- Experience in Malaria or public health is desired
The contractor shall be expected to submit activity reports in line with the set deliverables and these reports shall be submitted for review and acceptance by the National Malaria Program before any payment is made.
Schedule of Payments
