Location: Srae Ambil District, Koh Kong Province

USAID Conserve is a five-year activity funded by USAID and implemented by the Branch of ARD in Cambodia. It aims to improve conservation and governance along the coastal areas of Koh Kong and Kampong Som (Preah Sihanoukville) provinces, the Prey Lang Extended Landscape (PLEL) which includes Preah Vihear, Kampong Thom, Kratie, and Stung Treng provinces, as well as around Tonle Sap's flooded forest areas.

USAID Conserve will address the drivers of deforestation and biodiversity loss and enhance conservation area management. The project will focus on increasing community participation in forest management decisions while promoting community-based economic development. Capacity building will be provided to community members, and collaboration with national and subnational officials will be integrated across all USAID Conserve elements and objectives. These efforts aim to mitigate the impacts of climate change, improve the economic well-being of project beneficiaries, and safeguard biodiversity.

USAID Conserve will closely collaborate with the Royal Government of Cambodia, international and local non-governmental organizations (NGOs), the private sector, and community-based organizations (CBOs). The project began in October 2023 and is set to conclude in September 2028.

JOB SUMMARY
The Srae Ambil Site Manager is responsible for managing and overseeing all USAID Conserve activities in the Kampong Som and Koh Kong province to ensure the project is successfully implemented. This includes monitoring and managing of CBOs and NGOs grants, overseeing the project office in Srae Ambil, applying USAID Conserve policies and procedures, coordinating with Grant Technical Coordination (GTC), representing USAID Conserve to provincial authorities and other stakeholders as well as planning, executing, and reporting on USAID Conserve’s annual, quarterly, and monthly workplans.

RESPONSIBILITIES
Project Implementation

  • Lead and oversee activity implementation in Koh Kong and Kampong Som provinces).
  • Supervise and provide guidance to ensure that field staff develop, implement, and evaluate technical activities effectively.
  • Coordinate with GTCs to conduct CBOs assessment for CBOs proposal development.
  • Prepare and implement annual, quarterly, and monthly work plans with clear estimated budgets and assigned responsible persons.
  • Review and approve all monthly cash advance requests and advance clearances for all USAID Conserve activities in Koh Kong and Kampong Som provinces.
  • Ensure quality control of technical deliverables and meet reasonable deadlines.
  • Coordinate with GTC and service provider to ensure timely delivery of the milestones and their deliveries.
  • Ensure adherence to all USAID Conserve technical and administrative policies, procedures, and systems by program staff and beneficiaries.
  • Provide capacity building and technical advice to the field team to effectively support the CBO grants management and implementation.


Internal and external stakeholder engagement and coordination

  • Represent USAID Conserve and manage collaborations with partners, including government, private sector, and civil society, ensuring professional relationships are maintained.
  • Serve on the USAID Conserve Senior Management Team (SMT), bringing relevant technical issues and decisions to the SMT, and communicating decisions made by the SMT to Preah Vihear office staff.
  • Coordinate with the technical team, including grant and communication, to provide the best support to the field team.
  • Engage with the communication team to provide case study, stories and other information needed.
  • Engage with potential service providers or private sectors to provide technical capacity to CBOs or Grant Technical Coordination (GTC).
  • Assist in preparing the field visits by the USAID and Royal Government.


Monitoring, Evaluation and Reporting

  • Keep USAID Conserve Project regularly updated and report on project activities and achievements, providing regular summaries of project highlights.
  • In coordination with Monitoring, Evaluation and Learning (MEL) team, establish and maintain a monitoring system to ensure precise information on all activities at the project site.
  • Contribute to refining of data collection, monitoring and reporting tools and to the harmonization of livelihoods methodologies and tools across the project.


Others:

  • Perform any other duties as assigned by the Deputy Chief of Party and/or Chief of Party


REQUIREMENTS

  • Master’s or bachelor’s degree in a relevant field (Forestry, Natural Resources, Management, Rural Development with preference on the marine resource management)
  • Minimum of 10 years of successful experience working in coastal areas with NGOs in grant management, livelihood support to CBOs, natural resource management, rural development etc.;
  • Experience of working with community-based organizations in the coastal areas
  • Proficiency in all Microsoft Office applications;
  • Strong leadership, management and interpersonal skills, exceptional financial and management capacity, proven experience training, mentoring and coaching staff;
  • Demonstrated experience in solving complex problems;
  • Experience working with USAID funded programs;
  • Able to multi-task, establish priorities and meet deadlines;
  • Good oral and written communication skills in Khmer and English; and
  • Understanding and commitment to biodiversity conservation, climate mitigation, good governance, and improving livelihoods.
