DCA established its first office in Cambodia in 1997 after having supported partners since its inception in 1979. Currently, DCA's global strategy focuses on three areas: 'Fight Extreme Inequality' supporting active citizenship and human rights work, 'Save lives' focused on flood and drought humanitarian response, and 'Build Resilient Communities' boosting right to food, sustainable livelihoods, and agroecological food system. DCA approach is working through implementing partners, both NGOs and line Ministries. Up to 2024 DCA Cambodia is cooperating with more than 20 partners to implement various projects.
Job summary:
DCA Cambodia is seeking highly qualified Resource Mobilization and Partnership Advisor candidates for an anticipated 5- year USAID funded program aimed to improve Cambodia’s civil society and grassroots organizers to be more effective while maintaining civil society’s ability to function within the country’s closing civic space. The Activity will address the needs, opportunities, and challenges identified by the civic actors, across relevant sectors, to foster engagement and respond to civic space challenges. The CSR activity will strengthen the agency, resiliency, and efficacy of civil society to advance agendas that are in the public interest and advance inclusive development.
The Resource Mobilization and Partnership Advisor will be responsible for resource mobilization initiatives, such as crowdfunding campaigns, fundraising, and building partnerships with the private sector. This position will train and support CSOs on resource diversification and mobilization to help them become more sustainable organizations.
Regardless of the content of this job description, the employee is expected to participate in any task necessary for the organization delegated by the manager at all times.
Main Responsibilities:
- Technical Leadership and Expertise: Provide strategic direction and technical leadership in locally-led resource mobilization and CSOs/ private sector partnerships. Support implementation of the project work plan and project monitoring in close collaboration with USAID and other partners and stakeholders.
- Resource Mobilization Initiatives: Lead and oversee resource mobilization efforts including crowdfunding campaigns, fundraising activities, and establishing partnerships with the private sector. Develop and implement strategies to secure financial resources and in-kind contributions to support project goals and CSOs' sustainability.
- Partnership Development: Establish and nurture partnerships with community groups to promote self-sustaining and incentivized approaches to community-led capacity strengthening. Work collaboratively with stakeholders to leverage resources and expertise for sustainable development initiatives.
- Contribute technical leadership and expertise in locally-led resource mobilization and private sector partnerships. Support implementation of the project work plan and project monitoring in close collaboration with USAID and other partners and stakeholders.
- Scoping and monitoring of relevant funding opportunities with existing and new donors in close cooperation with Head office’s Global Partnerships and Resource Mobilization Unit (GPRM);
- Participate in and represent DCA in all required USAID/USG engagement and networking opportunities.
- Engage with relevant Cambodian civil society actors, as needed and appropriate, regarding sectoral information and updates related to the project.
- Offer technical oversight and support to implement comprehensive training programs for Civil Society Organizations (CSOs) in resource diversification, mobilization strategies, and sustainability planning. Develop and deliver tailored training sessions to enhance local capacity and strengthen CSOs' ability to secure and manage resources effectively.
- Maintain updated knowledge of DCA Cambodia’s partner portfolio and CSOs as well as programmatic framework priorities
- Create and strengthen partnerships with community groups to promote self-sustaining and appropriately incentivized approaches to community-led capacity strengthening.
- Identity CSO strengthening needs and opportunities, assisting in the design and implementation of measures to address those needs, including facilitating trainings of trainers in partnership with local, district, and provincial counterparts.
- Advise and work with project team to conduct capacity needs assessments of partners to create plans to raise their capacities to the level needed to meet donor standards;
Minimum Qualifications Requirements:
- Bachelors or graduate degree in international development, social science, business, law, communication, or related field.
- At least 7 years of demonstrated experience in managing programs including engagement with the private sector and fundraising.
- Good understanding of resource mobilizations from civil society groups in other Asia-Pacific contexts.
- Demonstrated experience in capacity building initiatives for CSOs, community-based organizations, and grassroots groups.
- Demonstrated commitment to fostering and maintaining an environment of diversity, inclusion, and belonging.
- Excellent oral and written communication and interpersonal skills in English.
- Professional proficiency in MS office suite.
