We are currently seeking a Project Officer to be based in Kampong Speu Province.

Country Program Overview:

The project aims to reduce the risk of non-communicable diseases (NCD) in Cambodia through a multi-sectoral approach that leads to (i) improved school food environments, (ii) increased demands for an enabling environment for NCD prevention in schools and communities, and (iii) enhanced governance for NCD reduction and prevention. By improving school food environments, increasing community awareness, and enhancing governance, the approach will foster healthier lifestyles and reduce the risk of NCDs in Cambodia.

Functional Relationships

The Project officer will report to the Project Coordinator and will collaborate closely with the Provincial Department of Education, Youth, and Sport; District Office of Education, Youth and Sport; School Management Committee; School Administration Committee; Health Center; Local Authorities, and Local NGOs' partners.

Our project aims to create an enabling environment and strengthen counseling services to improve exclusive breastfeeding, complementary feeding, optimal infant, and young child feeding practices, and the dietary intake of women and children.

Functional Relationships

Successful applicants will report to the Program Manager, and will collaborate closely with the Senior PO, other POs, the Nutrition Coordinator, and other staff members.

Scope of the position:

The PO implements activities as part of the ‘Women and Children at the Center: Transforming Lives Through Nutrition’ program, financially supported by the Latter-day Saint Charities, which seeks to promote optional nutrition practices (breastfeeding, improved complementary feeding, maternal nutrition, healthy diets) among women and children under five years.

Roles and Responsibilities: 
  • Responsible for the day-to-day project implementation, progress, and achievements in assigned provinces, including budget forecast and follow-up, and project logistics.
  • Assist the project in conducting a multi-sectoral stakeholder inception workshop.
  • Assist the project in conducting the Training of Trainers for District Education Officials, School Teachers, and School Director.
  • Work closely with Helen Keller’s M&E team, district education offices, and target schools to conduct rapid assessments.
  • Work closely with the District Education Office and target schools to conduct co-creation workshops with target schools.
  • Assist the project in conducting the training for school administrators to monitor compliance with MoEYS Directive 18.
  • Work closely with the District Education Office and target schools to create playgrounds, and other sports for student physical activities.
  • Assist the project in coordinating the signatures of the agreement between primary schools, vendors, and local authorities.
  • Work closely with Youth Nutrition Champions to conduct workshops to undertake community-level peer-to-peer educational and awareness activities on NCDs, healthy diets, and physical activities.
  • Assist the Project in conducting the training for Village Health Supported Group members and Youth Nutrition Champions on NCDs and counseling skills to reduce NCD risk.
  • Work closely with government health staff to collect data on NCDs (Hypertension, Diabetes Mellitus, etc.).
  • Assist the project stakeholders in strengthening the reporting and recording of NCDs in the assigned provinces.
  • Work with the logistic team to develop and print promotional, and social and behavior change communications (SBCC) materials and messages, and coordinate with the team to distribute materials to target provinces.
  • Provide project-administrative, logistic, and financial support for training, meetings, workshops, or when required by the Project Manager.
Key Requirements: 
  • Bachelor’s degree or equivalent in health, public health, nutrition, governance, or a related field.
  • At least three years of experience in health, public health, and/or nutrition at the community level.
  • Positive experience working with sub-national governments (commune councils preferred).
  • Strong facilitation and coordination skills and the ability to lead participatory discussions and training on sensitive topics.
  • Fluency in Khmer and a reasonable command of written and spoken English.
  • Strong interpersonal and communication skills.
  • Willingness to travel by motorbike in rural areas.
