The position is based in based in Siem Reap Province with frequent traveling to provinces
These positions require good networking skills with local authorities and various stakeholders as the Caritas staffs are not direct implementers but facilitators to ensure that stakeholders such as PHD, OD, HC, Provincial Labor-Vocational Training Center, National employment agencies and relevant NGOs work together for the benefit of the inmates at prisons and when they return to their homes to be able to sustain themselves and families.
Remark: Target prisons (5) are: Stung Treng, Rattanakiri, Kompong Chhnang, Pailin and Oddar Meanchey)
- S/he co-works in close coordination with Prison Directors, health posts staffs, Provincial Health Department, Provincial Office of Labor-Vocational Training, Women Affairs, Job centers and other relevant stakeholders to ensure mechanisms are in place for the well-being and human development of inmates.
- Empower the prison communities, using ABCD approach, for positive thinking and planning by using their own assets/resources, to ensure sustainable human development through better environment, quality health care, vocational skills trainings, access to library and any recreation activities.
- Assist the Project Manager in collecting data, drafting plans and reports and developing monitoring tools and MIS.
- Report any challenges and constraints faced during the work.
- S/he assists the various departments of prisons to ensure that activities are matching the work plan jointly prepared by prisons staffs and Caritas Cambodia staffs.
- Develop good communication through quarterly PHD meetings, monthly OD and HC supervision organized by relevant stakeholders supported and attended by all staffs involved including Caritas staffs.
- Attend at least twice a year meeting with Provincial Vocational trainings and relevant stakeholders, co-invest in financial issues when needed and include process for certificates, soft skills and peer learnings. Emphasize the importance of women development through attendance of skills trainings or peer learnings as available.
- Assist and support the Prison Vocational Training and Occupation staffs in charge of Vocational Training to collect comprehensive data including release dates to analyze jointly with Caritas for job placement or business plan for self-employment after release.
- Join home visits to new released inmates with prison staffs, PTC and NEA to assess available resources and needs for start-up support and relevance of the selected job.
- Conduct awareness education on cross cutting issues such as gender, prisoners’ rights, clean environment, Illegal drugs dangers and way forward, safe migration, mental health and stress/violence management, child protection policies and good parenting skills for all and especially for women with children at prisons.
- Participate in the CC staff meeting, provincial Pro-TWG-Health meetings and other national events when appointed by the Project manager.
- Prepare own monthly plan and report with calendar of activities including budget plan to be submitted to PM. Supporting documents available as required.
- Bachelor’s degree in Social Science (or related field), plus at least 3 years of professional experience in health, social, and/or community services
- Social workers experience is an advantage.
- A minimum 5 years of experience in social projects, coordination and communication with line agencies and relevant institutions.
- Experience in health (HSS), vocational trainings skills and reintegration are assets
- Strong communication, interpersonal and organizational skills
- Must be organized, demonstrate leadership qualities and initiative.
- Committed to frequent travels to the provinces and work for consecutive days as needed.
- English spoken and written literacy, including reports writing, minutes meetings.
- Computer literacy (Word, Excel, Power Point, Internet and E-mail).
