We are seeking a dedicated MERL (Monitoring, Evaluation, Research, and Learning) and MIS (Monitoring Information Systems) Officer to support the implementation of the Transforming Lives project, which is a collaboration between iDE, Helen Keller International, and Vitamin Angels, funded by the Latter Day Saints Church. The post holder is also required to support the country management and measurement of iDE’s Moonshot strategy (ten-year strategy) and our country program’s Gender Equity and Social Inclusion (GESI) effort.

WORKING RELATIONSHIPS
- The MERL and MIS Officer is a member of the project support team and works in close collaboration with Research and Learning Associates (RLAs), Solid Waste Management Team Lead (SWMTL), Provincial Sale Manager (PSM), Supply Chain Coordinator (SCC), and Enabling Environment Coordinator (EEC) to achieve the program goals and objectives.
- If necessary due to the demands of the project, the MERL and MIS Officer will supervise the Research and Learning Associates (RLAs) in the development and execution of field-level plans and activities to ensure data collection is completed on time and accurately.
RESPONSIBILITIES
- Strengthen MERL protocol and implementation
- Ensure M&E procedures and tools are properly implemented
- Conduct training and coaching RLAs and other team members on MERL tools and guidelines so that they can apply correctly and regularly as planned.
- Provide systems technical support to users with the required platforms.
- Undertake other tasks as requested
Conduct field data collection, and analysis and report to the team
- Collect data in the field, including but not limited to service verifications (check if a household receives the empty service, check if a household pays the waste collection fee, etc), spot checks when there is suspected fraud/misreported data, profile updates of solid waste service providers, and customer surveys.
- Input and verify data in online platforms.
- Work with the MERL team to analyze data
- Write summary reports.
Administration
- Assist in organizing meetings, workshops, and other research
- Develop a budget plan and work plan
QUALIFICATION AND SKILLS
- Graduated from university with a degree in Statistics, Applied Research, or other relevant areas
- Have experience in the use of and support for mobile phone applications for data collection
- Experience with technology and software for data management
- A minimum of 3 years of experience in research
- Experience working in rural communities poor
- Good understanding of research principles, practices, processes, and implementation
- Experience in coordinating, compiling data, and preparing reports
- Ability to maintain accurate and up-to-date records
- Experience in work planning, report writing, and record keeping
- Organized, flexible, detail-oriented, and hardworking
- Excellent spoken and written communication
- Team-work and problem-solving
- Clear Khmer written and oral communication competence
- Willing to travel extensively in the project’s targeted areas
- Familiarity with data management software (SPSS, Excel, Access, Kobo, Salesforce) and MS Office
