BACKGROUND: The Ministry of Health (MoH), Helen Keller International (Helen Keller), Vitamin Angels, and the multiple micronutrient supplementation (MMS) steering committee jointly conducted implementation research in 2023 to assess the adherence and acceptability of MMS vs. iron and folic acid (IFA) supplementation during pregnancy. MMS was perceived as very acceptable among those who took it during their pregnancy; among the 87% of women who completed the trial, adherence rates were significantly higher (95%) among MMS users than IFA users (91%). The adjusted mean (95% CI) difference in adherence rates between the MMS-180 and IFA-90 groups was 3.5%. A national MMS dissemination workshop conducted in April 2024 was attended by over 120 stakeholders, including high-level government officials, representatives from multiple UN agencies, donors, NGOs, private sector representatives, youth groups, media, sub-national authorities, and study participants. The following priority actions were agreed upon by participating stakeholders following the workshop: (i) develop MMS guidelines, (ii) develop training materials for health staff, (iii) identify key MMS messages and social behavior change and communication (SBCC)/counseling materials, (iv) include the MMS in Cambodia’s essential medicines list, (v) integrate MMS indicators into the health information system and (vi) conduct rollout activities.
NATURE OF SERVICES: In 2012, the MoH endorsed the National Policy and Guidelines for Micronutrient Supplementation to Prevent and Control Deficiencies. The existing guidelines include recommendations for daily IFA supplementation during pregnancy, vitamin A supplementation for children aged 6-59 months, weekly IFA supplementation for women of reproductive age, and multiple micronutrient powders for children aged 6-24 months. It is recommended that the guidelines be updated to replace the recommendation use of IFA with MMS for pregnant women. It is essential to update the micronutrient supplementation guidelines before the antenatal care guidelines, as micronutrient guidelines will be used as a reference for the inclusion of MMS into the national essential medicine list. MPA Module 10 training curriculum focusses on feeding infants and young children, growth monitoring and promotion, IFA supplementation for pregnant women and women of reproductive age, vitamin A supplementation and iodine, and is designed for in-service training in health centers. The IFA training content for pregnant women in MPA Module 10 must be replaced with MMS content, however the same training levels should be kept.

- Read the MMS dissemination workshop and Sierra Leone learning visit reports.
- Review the MMS guidelines and training manual from other countries, especially Nutrition International’s Training for Health Providers.
2. Conduct meetings with relevant stakeholders and the MMS steering committee members (5 days).
- Create a list of relevant stakeholders (including contact information) for upcoming meetings.
- Develop a checklist of key agenda points to cover during stakeholder meetings.
- Hold meetings with identified stakeholders based on the prepared list.
- Prepare a report summarizing the findings from the stakeholder meetings.
3. Develop a detailed workplan (2 days)
- After reviewing documents and meetings with relevant stakeholders, develop a detailed workplan including activities, timelines and responsible parties.
- Share the draft workplan with Helen Keller’s team and the MMS steering committee for feedback.
- Finalize the workplan for execution.
4. Update the National Policy and Guidelines for Micronutrient Supplementation to Prevent and Control Deficiencies in Cambodia and the training manual for MPA module 10 (28 days)
- Update the guidelines, replacing IFA with MMS for pregnant women.
- Update the training manual for MPA module 10, replacing IFA with MMS for pregnant women.
- Share the updated guidelines and the training manual for module 10 of the MPA with Helen Keller’s team and the MMS steering committee for feedback.
- Develop MMS counseling cards and other training resources.
- Finalize the updated guidelines and the training manual for MPA module 10.
5. Present the updated documents to the MMS steering committee and at the dissemination workshop (10 days)
- Prepare two PowerPoint presentations - one for the updated guidelines and one for the training manual for MPA module 10.
- Share draft presentations with the Helen Keller team for review.
- Finalize presentations based on the Helen Keller team’s feedback.
- Deliver presentations at the MMS steering committee’s meetings.
- Refine the updated guidelines and training manual for MPA module 10 based on feedback from the steering committee if needed.
- Deliver presentations at the national dissemination workshop.
DELIVERABLES:
The consultant will deliver the following deliverables:
- Inception report outlining the workplan, timelines, and processes.
- Report summarizing findings from stakeholder meetings.
- Final English and Khmer versions of the updated guidelines.
- Final English and Khmer versions of the updated training manual for module 10 of the MPA.

QUALIFICATIONS:
The consultant should have the following qualifications:
- Master's degree in nutrition, public health, food science, or a related field
- Experiences in MMS or micronutrient guideline or training manual development.
- Strong analytical and English writing skills.
- Experience in conducting stakeholder meetings.
- Experience in developing recommendations.
- Fluency in English and the local language.
