LEADER ENERGY was founded in 1994 when its subsidiary signed the first IPP concession agreement in Cambodia with the State utility Electricite du Cambodge. In conjunction with the power project, we upgraded Phnom Penh’s transmission network capabilities to enable the distribution of power throughout the city. Roles and Responsibilities:
Financial Planning and Analysis:- Develop and manage the plant’s annual budget and financial forecasts.
- Conduct variance analysis to compare actual results with budgeted figures and provide insights on discrepancies.
- Prepare and present financial reports to senior management, highlighting key financial metrics and trends.
- Oversee the preparation of financial statements in accordance with CIFRS/IFRS.
- Ensure timely and accurate month-end, quarter-end, and year-end closing processes.
- Maintain and improve internal controls over financial reporting.
- Ensure compliance with local, state, and federal financial regulations and standards.
- Coordinate with external auditors and manage the audit process.
- Develop and enforce financial policies and procedures.
- Monitor and control operational costs to ensure efficiency and cost-effectiveness.
- Analyze cost structures and identify areas for cost reduction and process improvement.
- Implement cost-saving initiatives without compromising operational integrity.
- Manage cash flow to ensure the plant’s financial stability and liquidity.
- Optimize working capital and manage relationships with banks and financial institutions.
- Oversee accounts payable and receivable functions.
- Monitor and track the financial covenants outlined in the plant's financing agreements, including debt covenants, liquidity ratios, leverage ratios, and other key financial metrics.
- Ensure timely and accurate reporting of financial information required for covenant compliance to lenders and financial institutions.
- Identify potential covenant breaches or risks and proactively develop strategies to address them.
- Provide financial insights and recommendations to support strategic decision-making.
- Evaluate financial implications of new projects, investments, and business opportunities.
- Collaborate with cross-functional teams to drive financial performance and achieve business objectives.
- Lead and mentor the finance team, fostering a culture of high performance and continuous improvement.
- Provide training and development opportunities to enhance team capabilities.
- Ensure effective communication and collaboration within the finance team and with other departments.
Key Requirements:
- Bachelor’s degree in Finance, Accounting, or a related field. A Master’s degree or professional certification (e.g., CIMA, ACCA) is preferred.
- Certified Public Accountants (CPA) registered under Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) Well versed in Microsoft Office (Word, Excel, PowerPoint)
- Experience in the energy sector, particularly in power generation, is highly desirable.
- Strong knowledge of financial regulations, accounting standards, and financial reporting.
- Proficiency in financial software and CMMS systems.
- Excellent analytical, problem-solving, and decision-making skills.
- Full-time position based at the coal power plant.
- Occasional travel may be required for meetings, training, and site visits.
- Strong leadership and team management abilities.
- Effective communication and interpersonal skills.
- Demonstrate independence in performance of assigned tasks
