1: Background of Consultancy assignment/program
The Women’s Resource Center (WRC) was known as a locally based Cambodian NGO who has expertise in empowering Cambodian women and girls toward self-directed development. Since we existed in 2010, we have been playing a unique role in helping women and girls, in rural communities of Cambodia, to gain the skills and confidence they need to change their quality of life for the better. We launched a drop-in center where the local women/girls can safely ask questions regarding any aspect of their own life and their child’s life.
Our Strategic Plan for 2021 – 2023 highlights how we reshape our strategies to educate and inspire women/girls to make well-informed decisions about their lives, strengthen the livelihood and economic status of women/girls, and strengthen organizational capacity to ensure responsive and effective programs. 2023, is the last year of our strategic planning period so developing M&E guideline and reviewing internal relevant documents as the objectives below as very important for us to strengthen our work implementation, proper reporting, and tracking the results/achievements of our program/project implementation in the target communities.
2: Objective of the assignment
M & E guideline and system has to be developed with the clear and practical practice for assessing and understanding the progress of the program/project outputs and outcomes based on the existing WRC strategic plan and its future. The main components include:
- Have comprehensive monitoring and evaluation of guidelines and systems.
- Have simple and practical monitoring tools for collecting data and reporting
- system/structure.
- WRC’s staff, especially the program team are well-trained on M&E guidelines and
- systems
- WRC’s staff has the capacity to implement M&E guidelines and use the systems
3: Scope of Service
The Service Provider will be expected to carry out and deliver on the following tasks:
- Review strategic development plan and project/program documents including log- frame, annual targets and indicators, theory of change and existing monitoring and evaluation, data tracking, and program reporting documents from different donors.
- Develop a comprehensive monitoring and evaluation guideline including monitoring tools and reporting system as well as a road map for the implementation of the program/project:
- a. The guideline should outline the concepts and rationale, planning for monitoring and evaluation starting on log-framework approach (LFA) and outcome harvesting approach, indicators, data collection/M&E tasks, risks related to monitoring and evaluation implementation, and reporting system in compliance with the donors’ program report including baseline the project/program.
- b. Develop terms of reference for conducting the independent mid-term review and final evaluation
3. Deliverables
- a. A comprehensive M&E guideline with comprehensive monitoring tools and reporting system for the program/project based on the current strategic plan including a detailed implementation plan for monitoring activities, an evaluation strategy as well as the design and information requirements for the evaluation.
- b. A baseline assessment and plan to address any information gaps through
- the survey or other relevant data collection tools.
- c. Term of Reference for independent external mid-term and final evaluation.
- d. Findings gathered during the M&E guideline development and review of the existing M&E framework, and system with recommendations.
4. Timeframe
It is anticipated that the Assignment will be completed within a total of 1 month from the date of the signing of the contract between WRC and the service provider. All work must be completed between 1st August to September 30th,2024.
5. Co-ordination of visits or interviews
The Service Provider will be responsible for arranging their own logistics, including meetings, transport and accommodation if required. It is not envisioned that the Service Provider will need to travel to target villages and communes. WRC will compile background documents and data collected for facility selection. They will also facilitate contact with stakeholders including right holders/clients, stakeholders and staff to ascertain what data sets are available. All relevant expenses will be covered by the contract budget.
6. Payment
The Service Provider will be paid for the amount agreed between WRC and the Service Provider with payments made directly to the Service Provider as follow:
- 20% on completion and submission of the work plan, detailing how the assignment will be accomplished with realistic timelines.
- 40% on completion of drafted M&E guideline including monitoring tools and reporting system as well as baseline plan with survey and relevant data collection tools
- 40% on completion and acceptance of comprehensive M&E guidelines
- including the monitoring tools and reporting system, the implementation guideline/plan on its rollout, and submission of the final report with recommendations and the completed training and coaching on M&E guidelines including monitoring tools and analysis provided to staff and the training assessment report is delivered to WRC and Diakonia.
Deliverables will be reviewed and certified as satisfactory by the WRC director, the program team and Diakonia. They must be submitted in both electronic versions in relevant Microsoft Office format and hard/printed copy.
7. Skills and Qualifications
The Service Provider should have knowledge and experience in the following areas:
- At least ten years of working experience in monitoring and evaluation in a development context – experience working in the context of feminism, gender, women’s economic empowerment, human rights-based approach, social- psychological and social works.
- Excellent knowledge and comprehensive experience in developing monitoring and evaluation tools and methodologies with a focus on performance monitoring and evaluation Experience designing community-based monitoring and evaluation systems.
- Design and delivery of robust, relevant and timely evaluation strategies and reviews of development interventions using qualitative and quantitative methods.
- Expertise and experience in designing and applying robust and appropriate performance monitoring and results frameworks (including expertise and experience in indicator development, testing and data collection/analysis).
- Monitoring and evaluation of large, complex, long-term programs Using reviews and evaluation as a tool for lesson learning
- Knowledge of mainstreaming areas in the environment, conflict sensitivity and gender is compulsory.
- Strong technical and analytical capabilities and demonstrated ability to collect, analyze and interpret data
- Quantitative and qualitative data management skills
