DCA established its first office in Cambodia in 1997 after having supported partners since its inception in 1979. Currently, DCA's global strategy focuses on three areas: 'Fight Extreme Inequality' supporting active citizenship and human rights work, 'Save lives' focused on flood and drought humanitarian response, and 'Build Resilient Communities' boosting right to food, sustainable livelihoods, and agroecological food system. DCA approach is working through implementing partners, both NGOs and line Ministries. Up to 2024 DCA Cambodia is cooperating with more than 20 partners to implement various projects.
Job summary:
DCA Cambodia is seeking highly qualified Deputy Chief of Party (DCoP) candidates for an anticipated USAID funded program aimed to strengthen and expand the diversity of trustworthy news and information sources available to Cambodians so that they can be better equipped to participate in civic life. The Cambodia Media Development (CMD) activity will accomplish this by building the variety, capacity, and durability of platforms for gathering and disseminating news and information nationwide and by developing the skills of journalists at all stages of their careers and in the varied roles required by evolving media sectors. The activity envisions a strong commitment to the safety and well-being of participants and advancing the resilience and cohesion of independent media in a complex operating environment. Over the course of activities, Cambodians will gain access to higher quality information from media invested in promoting transparency, accountability, and the public interest.
The Deputy Chief of Party (DCoP) will work under the supervision of the Chief of Party to plan and oversee the implementation of this activity. The DCoP will support effective and meaningful capacity building for Cambodia civil society organizations, local partners, and media partners as well promoting a strategic communications approach that will result in increased knowledge of and participation by all local stakeholders in project activities. The DCoP is responsible for incorporating this approach as crosscutting to all project activities and amplifying the impact of the program in a manner of collaborative civic engagement between partners and government institutions.

Main Responsibilities:
- Support the Chief of Party (CoP) in planning, coordinating, and overseeing project activities to ensure alignment with the project goals and objectives.
- Design and implement capacity-building programs for Cambodian civil society organizations, local partners, and media partners.
- Develop and implement a strategic communications plan together with partners
- Ensure high-quality technical programming through hands-on staff supervision and partner support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements.
- Support financial planning, procurement, and resource allocation to ensure efficient use of project funds.
- Recognize potential risks and challenges to project implementation and develop strategies to mitigate them.
- Manage compliance with USAID and DCA requirements, policies, and regulations, and ensure the cost-effective use of resources
- Manage a team of technical experts, advisors, and project operations and technical staff in the absence of the CoP
- Build effective relationships with CSO partners' leadership to enhance the smooth implementation of partner activities and effective grant management by partners.
- Work with the monitoring and evaluation team to track and assess project progress and impact.
- Work with partners to ensure project planning and adaptation, including development, review, and amendment of annual work plans and budgets, reporting frameworks, and compliance protocols.
- Facilitate productive, collaborative relationships with relevant stakeholders, including media organizations, civil society, youth partners, influencers, universities, government actors, and others
- Coordinate day-to-day activities related to the implementation of the project in consultation with the Chief of Party (CoP) and other key stakeholders
- Track project milestones, ensure timely delivery of project outputs, and provide guidance to teams to achieve desired outcomes.
- Contribute to the project planning, including the development of annual work plans, MEL plans, and budgets; help guide and oversee the alignment of the budget to expected results; and review annual budgets and quarterly reports
- Utilize monitoring data and feedback to inform decision-making and enhance project activities. Assist in managing project finances, ensuring compliance with donor regulations and organizational policies.
- Support partners to address problems promptly to minimize disruptions to project activities.
Minimum Qualifications Requirements:
- This position is for a Cambodian national.
- Bachelor or Graduate degree in international development, media and communications, social science, law, business administration, or related field.
- At least 7 years of demonstrated experience coordinating complex international development programs focused on media, access to information, technology innovation, civil society, or related areas.
- Detailed and nuanced understanding of the media sector in Cambodia and the region, including networks and alliance, and its development context.
- Proven communication, interpersonal, negotiation, and relationship management skills and experience.
- Demonstrated experience in building and maintaining relationships and networks with individuals, communities, development partners and other relevant stakeholders
- Knowledge of USAID rules, regulations, and policies.
- Fluency in English (oral, writing, and reading)
- Fluency in Khmer (oral, writing, and reading)
- Ability to occasionally travel internationally
