Background:
DCA established its first office in Cambodia in 1997 after having supported partners since its inception in 1979. Currently, DCA's global strategy focuses on three areas: 'Fight Extreme Inequality' supporting active citizenship and human rights work, 'Save lives' focused on flood and drought humanitarian response, and 'Build Resilient Communities' boosting right to food, sustainable livelihoods, and agroecological food system. DCA approach is working through implementing partners, both NGOs and line Ministries. Up to 2024 DCA Cambodia is cooperating with more than 20 partners to implement various projects.
Job summary:
DCA Cambodia is seeking highly qualified Chief of Party (CoP) candidates for an anticipated USAID funded program aimed to strengthen and expand the diversity of trustworthy news and information sources available to Cambodians so that they can be better equipped to participate in civic life. The Cambodia Media Development (CMD) activity will accomplish this by building the variety, capacity, and durability of platforms for gathering and disseminating news and information nationwide and by developing the skills of journalists at all stages of their careers and in the varied roles required by evolving media sectors. The activity envisions a strong commitment to the safety and well-being of participants and advancing the resilience and cohesion of independent media in a complex operating environment. Over the course of activities, Cambodians will gain access to higher quality information from media invested in promoting transparency, accountability, and the public interest.
The COP will serve as the principal interlocutor with USAID and key stakeholders within USAID implementing partners; development partners; private sector and civil society, and beneficiaries, as appropriate. The COP will ensure the activity meets stated results as per its goal and objectives and responds to reporting requirements in a timely manner. The COP has the leadership role in coordination among various partners, subcontractors, and grantees.

Main Responsibilities:
- Strategic Leadership: Provide overall strategic and technical leadership and oversight of the project, and support and supervise key personnel.
- Quality Management: Ensure high-quality, results-oriented technical programming through hands-on guidance and support, grounded in the project’s strategic objectives and approved annual MEAL and work plans, inclusive of log frames, Gantt charts, and ToC (Theory of Change) documentation.
- Internal Coordination: Implement internal project coordination tools that outline workflow, reporting schedules, and communication processes
- Adaptive Programming: Support the implementation of a highly adaptive, partner-led, context-driven programmatic approach in promoting independent media sector.
- Knowledge Management: Oversee knowledge management and documentation including high-level documentation of decisions and actions taken.
- Serve as the primary liaison with the USAID Agreement Officer’s Representative (AOR) on management and technical matters. Coordinate with USAID/Cambodia’s Democracy, Human Rights, and Governance Office, other USAID implementing partners, and other donors to complement efforts.
- Coordinate among USAID and key stakeholders, including partners, government stakeholders, civil society, and other USAID projects.
- Liaise closely with the DCA Cambodia and HQ support teams to ensure all project activities comply with US Government rules and regulations and are consistent with DCA’s policies, procedures, and best practices.
- Participate in and represent DCA in all required USAID/USG engagement and networking opportunities.
- Engage with relevant Cambodian media civil society actors, as needed and appropriate, regarding sectoral information and updates related to the project
- Ensure that the project meets stated goals, outcomes, benchmarks, and reporting requirements, and oversee a complexity-aware monitoring, evaluation, and learning plan.
- Manage and coordinate the implementation of activities across project partners, ensuring successful integration of activities.
- Monitor and maintain the project budget and work closely with DCA Cambodia finance staff to ensure spending is transparent, on-track, and not exceeding variance thresholds. Support the development and maintenance of project plans for DCA and partners and work closely with DCA Cambodia procurement staff to ensure donor compliance.
- Ensure all USAID narrative and financial reports are of high quality, timely, and transparent.
- With the support of the Head of Program and Country Director, recruit and orient consultants for DCA activities under the project.
Minimum Qualifications Requirements:
- This position is for a United States citizen or third-country national.
- Graduate degree in media and communication, international affairs, law, or other fields relevant to the activity.
- 12 years of progressively responsible international experience implementing and managing media development programs.
- Demonstrated technical expertise managing, designing, and/or implementing programs focused on media program, civic engagement, capacity building, media legal environment, or related fields similar in size and scope to the activity.
- Demonstrated experience in maintaining relationships with a broad range of stakeholders such as development partners, implementing partners, media, civic actors, and other stakeholder.
- Demonstrated capabilities in high-level strategic vision, innovative programming, and ability to lead a multidisciplinary team.
- Demonstrated experience with gender and social inclusion approaches.
- Demonstrated experience working in Asia and other relevant (i.e., constrained operating environment) contexts is preferred.
- Knowledge of USAID rules, regulations, and policies.
- Excellent oral and written communication skills in English.
