Shrewsbury International School Phnom Penh (SISPP) is "A School like no other in Cambodia". SISPP offers a British primary school-style education based on the National Curriculum of England for pupils aged 2 to 9 years old.

Our school is the newest member of the Shrewsbury family of schools to open for business, and our business is the 'serious fun' of learning. We are deeply connected to one of the most prestigious schools in the UK, Shrewsbury School, which is almost 500 years old and has nurtured distinguished alumni such as the famous naturalist Charles Darwin.

The Early Years setting in Phnom Penh opened in the iconic Flatiron building in August 2022. Our new, purpose-built primary school campus is being constructed at a spectacular location by the Mekong in Chroy Changvar and will open in September 2024.

The Business Services Manager is responsible for the overall financial management and operations of Shrewsbury International School Phnom Penh. This includes overseeing the school's budget, accounting, payroll, and human resources functions. The Business Services Manager also oversees the support teams such as IT, maintenance and also plays a key role in the school's strategic planning and development process. Additionally, the Business Services Manager performs the key role of Secretary to the Advisory Board of governors.

Roles and Responsibilities:
  • Work with the Principal and other school leaders to develop and implement the school's strategic development plan
  • Manage the school's annual budget process and associated in-year financial processes
  • Oversee the school's accounting and financial reporting functions to the investor ExCo Board and contribute to reports to the Advisory Board of Governors.
  • Support the new school campus build, fit out and resourcing process to ensure if it is ready and fit for purpose in Sept 2024.
  • Manage the school's payroll and human resources functions. HR functions include safer recruitment practices, employment contract generation, ensuring compliance with local immigration and labour law.
  • Establish and maintain positive relationships with the General Department of Taxation, Immigration Department, Ministry of Labour and Ministry of Education, Youth and Sport.
  • Supervise the school's support staff in terms of probation, annual appraisal, performance management and disciplinary processes.
  • Oversee leave, attendance and punctuality processes and systems for support staff.
  • Manage the school's facilities and maintenance programmes, liaising with property management as necessary. eg. capital development projects, air-conditioning servicing etc. Ensure a plan is in place and budgeted for plant renewal, redecoration and replacement of capital items when necessary.
  • Be the contact point for local agencies of law enforcement, health authorities and other bodies.
  • Ensure a safe and effective IT infrastructure supports teaching and learning and the admin function.
  • Develop new and manage existing service provider contracts, including the school's catering service, cleaners, transportation service provider programmes
  • Manage the purchasing and procurement processes.
  • Be responsible for the asset register and stock-taking procedures.
  • Create and manage to school’s risk register
  • Oversee the Health and Safety processes, chair the relevant committee and own the H&S development plan.
  • Ensure safeguarding standards are adhered to in areas of school operation under the Business Service Manager’s remit.
  • Manage site access and security.
  • Liaise with Chair of Governors and other members of the Advisory Board of Governors and the Principal to organise virtual and in-person attendance at meetings (regular and extraordinary)
  • Be responsible for the collation and distribution of documents to support the Advisory Board meeting
  • Be responsible for taking, checking and collating minutes for the Advisory Board meetings.
  • Perform other duties to ensure the Advisory Board and Chair of Governors are supported in delivery of governance as laid out in the Rules of the Advisory Board.
Key Requirements:

Education and Experience
  • Bachelor's degree in business administration, accounting, or a related field
  • 5+ years of experience in a financial management role, preferably in an educational setting
  • Experience of budgeting, accounting, payroll, and human resources functions
  • Experience working with a diverse pupil and staff population
  • Experience of school, HR and accounting management software
  • Experience of Cambodian and international financial regulations
  • Experience of Cambodian and international tax compliance
Skills and attributes
  • Knowledge of British and international education systems
  • Fluency in English is required; fluency in Khmer and Chinese is a plus
  • Good knowledge of Cambodian labour market and ability to recruit strong team members in the school support team.
  • Strong IT competency
  • Strong analytical and problem-solving skills
  • Excellent communication and interpersonal skills

  • Ability to work independently and as part of a team
  • Ability to manage multiple projects and deadlines
  • Ability to communicate effectively with a variety of stakeholders
