Position: Technical Lead for Social Accountability (ISAF)

POSITION DESCRIPTION
- To lead on the strategic design of WVI’s technical approach for the Implementation of the Social Accountability Framework (ISAF) project and ensure that its implementation meet the highest quality standards. Through external engagements with project implementing partners, the consultant will ensure that WVI-C is accountable for the implementation of the project, is part of the national and international discussion on social accountability and remains an influencing voice on this topic.
- To Provide technical leadership on programs, models and approaches for public campaigning, local level advocacy, and policy and research for national level policy influence. Strengthen and coordinate influence with external engagement with partners and decision makers.
MAJOR RESPONSIBILITIES
- Lead the development and quality implementation of ISAF Phase II projects
- Lead on the technical development and design of the ISAF project model, its adaptation to new services or context and on the development of related guidance documents and tools
- Ensure that the technical implementation of ISAF by WVI-C and implementing partners meets the highest quality standards through capacity building and technical coaching
- Lead the development and implementation of the learning, policy analysis and research agenda for ISAF with a focus on strengthening social accountability in Cambodia, policy change and promoting the use of ISAF Data at provincial and national levels
- Represent the organization externally with donors, international organizations and technical working groups and ensure that WVI-C is part of the national discussion on social accountability and remains an influencing voice on this topic.
- Lead the partnerships, collaboration, and Development research for program
- Participate in Technical Working Group (TWG) meetings to work with Government and other civil society counterparts to change policy and legal frameworks (national and local implementation) in relation to ISAF’s strategic priorities in Cambodia
- Lead the coordinated research approach on ISAF by collaborating with NCDDs, ISAF implementers and Donors to develop research that has both advocacy and programming uses.
- Support senior leaders, especially Chief of Party on public and political engagement, including providing leadership on external response to issues impacting ISAF programs in Cambodia.
- Contribute to the preparation and participate in supervision missions from development partners (e.g., World Bank, DFAT/Australia, German Embassy, SDC/Switzerland, etc.)
- Leadership and Management of ISAF Technical Team and NGO partner
- Develop and supervise a team of technically competent staff to provide state-of-the art technical expertise support for the implementation of the ISAF project.
- Motivate and support direct reports by appropriate orientation, on-going management, quarterly coaching and semi-annual performance management.
- Regularly provide technical training to project team and NGO Partners.
REQUIREMENTS:
- Master in a development-related field and/or management studies.
- Postgraduate qualification and/or professional qualification in a development or governance related field (law, politics, public policy) and/or management studies.
- At least 5 years’ experience working in a relief or development or local community context
- At least 5 years’ experience working in a technical position in a major social accountability project
- Leadership experience in Good Governance and Advocacy-focused programme
- Advocacy empowerment approaches and tools, especially social accountability.
- Strategy design, planning and implementation
- Public engagement and campaigning skills, including government relations.
- Policy analysis skills and ability to write policy documents.
- Strong analysis and problem-solving skills, planning and organizational skills, ability to prioritize multiple tasks and to work gracefully under pressure
