REQUEST FOR EXPRESSIONS OF INTEREST
Social Land Concession Site Preparation for Poay Char Community in Poay Char Commune, Phnom Srok District, Banteay Meanchey Province. Ref: MLMUPC-W-7
1. The Kingdom of Cambodia has received a Credit from the World Bank toward the cost of Land Allocation for Social and Economic Development Project III (LASED III), and it intends to apply part of the proceeds of this Credit to payments under the contract named above.
2. The Ministry of Land Management, Urban Planning and Construction (MLMUPC), now invites sealed bids from eligible and qualified bidders for the Social Land Concession Site Preparation for Poay Char Community in Poay Char Commune, Phnom Srok District, Banteay Meanchey Province. The construction period is six (6) months.
3. Procurement will be conducted through National Competitive Bidding Procedures outlined in the Government’s Standard Operating Procedures on Procurement for Externally Financed Projects/Programs.
4. This invitation is open to all qualified bidders from eligible source countries as described in the Bidding Document.
5. Bidders attention is drawn to Sub-Clause 6.3 of the Instructions to Bidders (ITB) on the Qualification requirements.
Qualification requirements include:
• Average Annual Construction Turnover: The average annual volume of construction work over the last 3 years
(2020, 2021 and 2022) shall be: USD 361,000.00.
• Specific Similar Experience: Experience as prime contractor in the construction of at least two (2) Contracts for
works of nature and complexity equivalent to the Works within the last 5 years: USD 180,500.00 per contract.
• Liquid Assets: The minimum amount of liquid assets and/or credit facilities net of other contractual commitments
of the successful Bidder shall be: USD 180,500.00.

7. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the address above and upon payment of a non-refundable fee of USD 60.00. The method of payment will be Cash. The Bidding Documents may be collected in person at the discretion of the bidder. Other than payment of non-refundable fee, there are no other conditions for the purchase of the Bidding Documents.

12. All bids shall be accompanied by a Bid Securing Declaration as described in the ITB.
13. The Government will respectively declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract funded by them, if they at any time determine that the firm has engaged in fraud and corruption as described in ITB 3.
