Subject: Harvest III Request for Applications (RFA): Addressing food loss and waste in the food systems at traditional market
Harvest III is seeking applications from qualified entities in the financial service sector to implement grant activities as outlined in Section 1 of this RFA. Abt Associates is implementing the Feed the Future Cambodia Harvest III project under USAID Prime Contract #72044222C00002.
The RFA is comprised of the following main sections:
I. FUNDING OPPORTUNITY DESCRIPTION

III. APPLICATION AND SUBMISSION REQUIREMENTS
IV. APPLICATION REVIEW INFORMATION
V. AWARD ADMINISTRATION INFORMATION
Successful Applicants will be responsible for ensuring achievement of the program objectives. Please refer to Section I of this RFA entitled Funding Opportunity Description for a complete statement of goals and expected results.
Subject to availability of funds, Abt intends to make one or more awards for grant activities to be implemented on or around September 2024, with award amounts in the range of $50,000 - $150,000. Abt reserves the right to fund any or none of the applications submitted.
To be eligible for award, Applicants must provide all required information in their application, including the requirements found in any attachments to this RFA. Applications that are submitted late, incomplete, or are non-responsive will not be considered. Awards will be made to the responsible applicant(s) whose application(s) best meet the requirements of this RFA and the evaluation criteria contained herein.
Harvest III intends to use a single-stage application process to evaluate and select one or more grantees under this RFA. Prospective grantees are asked to submit a full application package following the instructions included in Section III of this RFA, which will be evaluated in accordance with Section IV of this RFA. Applications must be submitted electronically (or e-mailed) to Grants@harvest3-kh.com no later than the due dates shown above.
Key dates leading to submission of applications:
Date for submission of questions: [May 29, 2024]. Questions must be submitted electronically via email to Grants@harvest3-kh.com. No questions will be answered by phone. If any questions are submitted, a written response will be circulated to all applicants.
Briefing session: [May 31, 2024]. This session will review the information in the RFA and provide an opportunity for applicants to pose questions. Applicants interested in attending the information session would be requested to indicate their interest by [May 29, 2024] by noon by registering in the online form [ https://forms.office.com/r/8VB1eSgG1f]
Closing date for receipt of applications: [June 28, 2024]. Applications must be submitted via email to Grants@harvest3-kh.com. Applicants should submit their technical and cost applications in two separate electronic files. Hard copy submissions will not be accepted. Abt Associates reserves the right to accept or reject any application in part or full without assigning any reason.
Issuing this RFA does not constitute an award commitment on the part of Abt Associates or Harvest III, nor does it commit Abt or Harvest III to pay for any costs incurred in the preparation and submission of an application. Further, Abt reserves the right to reject any or all applications received.
