USAID Conserve is a five-year activity funded by USAID and implemented by Branch of ARD in Cambodia. USAID Conserve will improve conservation and governance along the coastal areas of Koh Kong and Kampong Som (Preah Sihanoukville) provinces, the Prey Lang Extended Landscape (PLEL), which includes Preah Vihear, Kampong Thom, Kratie, and Stung Treng provinces, and around Tonle Sap’s flooded forest areas.
USAID Conserve will address drivers of deforestation and biodiversity loss and improve conservation area management. The project will emphasize increasing community participation in forest management decisions while improving community-based economic development. USAID Conserve will provide capacity building to community members.
Collaboration with national and subnational officials will cut across all USAID Conserve elements and objectives. These efforts will mitigate the impacts climate change, improve the economic well-being of project beneficiaries, and safeguard biodiversity.
USAID Conserve will work closely with Royal Government of Cambodia, international nongovernmental organizations (NGO), Cambodian NGOs, the private sector, and communitybased organizations. USAID Conserve began in October 2023 and will conclude in September 2028.

Location: Base in Preah Vihear Field Office (frequently conduct field visit to grantees)
The Grants Specialist will primarily coordinate the grants management process of the project’s Grants under Contract (GUC) activities under the supervision of the Grants Manager and in collaboration with the project’s technical team. The Grants Specialist is also responsible for administrative, grantee budgeting reviewing and technical advising or orientating to grantees or technical team regarding the grants management aspect to ensure the implementation are moving smoothly and compliance with the Tetra Tech ARD and USAID grants management policies and procedures.
- Assist in preparing grant award and modification packages in accordance with Tetra Tech ARD and USAID grants management policies and procedures (also defined in the grants manual).
- Assist in developing Grants material and provide orientation to grantees including on the award process, post award process and other as need
- Reviewing budget proposal regarding various accounting transactions, e. g., grantees’ payroll, financial reports, quotations, etc., to ensure the correctness and reasonable cost and adherence to relevant grantees’ operational manual and compliance with USAID policies.
- Participate and assist with grantee site visitations and compliance checks.
- Build the capacity of staff and grantees in GUC management; train staff/grantees in use of the manual and annexes.
- Provide grantee capacity building regarding financial bookkeeping and filling per need
- As assigned by the Grants Manager, receive and review grantee deliverables and milestone payment request forms and distribute to appropriate staff for further review.
- Coordinate for meetings if necessary, to ensure successful progress from all sides and confirm to Grants Manager for the approval of milestone payments, as needed.
- Regularly review the Grant Agreement for achievement of milestones, burn-rate, compliance with applicable USAID regulations, and assist the grantees in preparing for closeout.
- Serve as a resource for grantees on questions pertaining to achievement of milestones, compliance regulations, and preparation of reports.
- Assist in close out grants in accordance with the grant manual procedures and policies.
- Direct contact to grantee for quarterly VAT reports from grantees, review and submit to Admin and Finance Team
- Make sure grant document including grant agreement, milestone payment, deliverables, itc., are properly maintained based on USAID Conserve filling policies
- Performs other duties as assigned by the Grants Manager to support program objectives.
- Bachelor’s degree or higher in accounting, finance or similar field.
- Minimum of 5 years’ experience in an equivalent position, finance skill is preferable.
- Previous experience managing or implementing grants under contract, especially on budget/finance aspect, for USAID-financed projects strongly is preferred.
- Experience working in a similar position for an NGO or an international organization is required.
- Fluency in Khmer and working knowledge of English, both written and spoken, is required.
- Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.
- Ability to work effectively in a fast-paced environment.
- Physically fit and willing to travel and spend time in the field
- Ability to work well in a cross-cultural environment.
