Banteay Srei (Citadel of Women) is a registered Cambodian NGO with over twenty years of experience working with poor and poorest vulnerable Cambodian women and communities in rural areas to promote women in political, economic, and social development. Banteay Srei Organization is evolved from the International Women’s Development Agency (IWDA), an Australian NGO, and has become a leading Cambodian NGO in the areas of building women’s leadership in rural areas, strengthening women’s participation in local community development processes, promoting gender equality and women’s rights, and increasing community action on positive gender relations and against gender-based violence in Siem Reap and Battambang province.
The Strategic Plan 2020-2024 of Banteay Srei effectively builds on our achievements and lessons learned from working with women and men in Battambang and Siem Reap provinces over the past two decades. Also, the shifts in thinking and way of working are captured through the strategic plan process that involved all the stake holders from the target areas, funding partners, and the Governing Board. This year is a final year of the implementation of Strategic Plan 2020-2024, it’s also an opportunity for Banteay Srei to develop a new strategy plan for 2025-2029.
The overall objective is accessing the current strategic plan 2020-2024 and develop/update the strategic planning 2025-2029.
- To analyse the current strategic implementation 2020-2024: outcomes, achievements, challenges, and lessons learned.
- To assess the current context on political, environmental, economic, gender equality and funding trends of local, regional, and international.
- To assess the current program geographical area within Battambang, Siem Reap and Phnom Penh for any potential extension or phasing out.
- To map out the SWOT analysis of Banteay Srei’s organization.
- To develop key strategic priorities:
- key programs such as Women's Leadership Empowerment, Women's Economic Empowerment, and Sustainable Livelihood, Gender and Climate Change, Addressing Gender-Based Violence, and Organization Development.
- Governance and Organization Management Structure
- Advocacy Strategy
- Visibility and Communication
- Theory of Change
- Resource Mobilization and Fundraising Strategy
- To outline approach to harmonize collaboration with partners and key actors.
- To develop results framework with key indicators to measure BS’s strategy implementation within the 5-year timeframe including risk and mitigation.
- To develop 5-year Operational/Workplan.
- To outline M&E modality and exit strategy.
- Assignment kick-off meeting
- Draft assignment workplan and timeframe
- Consultative meetings with BS Leadership Team (BoD and Management)
- Conduct desk review of the existing documents
- Interview or focus group discussion (FGD) with key target group on current program such as women's leadership empowerment, women's economic empowerment and livelihood.
- Interview BS’s staffs
- Key Informant Interview with BS’s NGO/CSO partners
- Key Informant Interview with sub-national authorities (provincial – village level) and relevant Provincial Departments at BS’s target provinces and outside target area.
- Key Informant Interview with relevant Ministries.
- Interview with BS’s current funding partners, previous funding partners and potential funding partners.
- Analyze, consolidate and develop the strategic plan based on the results from desk reviews and interviews.
- Conduct strategic plan consultation meeting with relevant stakeholders of the first draft.
- Conduct presentation on final draft of the strategic plan 2025-2029 to BS Leadership Team.
- Provide the final world file, PDF and slide presentation of final strategic plan to BS in English
- Tertiary qualifications are required in gender expertise, strategic development, management, monitoring and evaluation or in an area that is relevant to organizational development, leadership, and change management.
- At least five-year experience in senior management and leadership roles.
- Have previous experience in delivering strategic development assignment.
- Extensive prior experience of program and organizational development, and organizational change work;
- Experience in being part of a change management process.
- Passionate about gender equality and women’s empowerment, with a strong motivation and determination to improve outcomes for women.
- Fluency in verbal and written English.
- Understanding and ability to use Microsoft Word, Excel, and other data analysis systems.
