Position: Cambodia Scoping Study – Amplifying Women’s Peace Actions in ASEAN (The Asia Foundation)__Deadline:07-June

The Asia Foundation is conducting a scoping study to collect information and data that supports the start- up of a new regional program called AMPLIFY in the ASEAN region, focused on Cambodia, Laos, Myanmar/Thailand supported by the New Zealand Ministry of Foreign Affairs and Trade (MFAT). The program’s overarching goal is to mitigate the disproportionate impacts of  conflict  and insecurity on women in ASEAN, and to strengthen peace actions through women’s participation and receipt  of benefits.

Purpose of scoping study:
The purpose of this scoping study is to identify issues, policy landscape, mechanisms, behaviors, and social norms that impact women and how they experience conflict and insecurity. This study will contribute to the current understanding of the context and set measures against which future activities will be evaluated. This assessment will examine the current situation regarding various issues of importance for each program outcome, along with a GESI analysis, among others. This scoping will set the target geographic areas for program implementation; and identify women’s issues and needs and existing response mechanisms to conflict resolution and/or peacebuilding in Cambodia.
This study will be done in close collaboration and coordination with the Asia Foundation regional team lead including the coordination on specific definitions and methodology across AMPLIFY’s countries.
 
Objectives of Scoping:
  1. Identify the geographic scope of AMPLIFY country-level, community-based activities (targeted communities, populations) in Cambodia. This assessment will identify the priority geographic areas and security issues in which to focus programming and understanding of Women, Peace, and Security issue.
  2. Map key actors/stakeholders engaged in WPS in Cambodia at a national level and in targeted geographic areas, including formal and informal networks and platforms. The scoping should also identify the organizations and individuals taking part in WPS advocacy, service delivery, or direct intervention.
  3. Mapping of WPS CSOs and safety and needs assessment for WPS CSO platform creation in Cambodia. The safety and needs assessment will gather the needs and concerns of CSO participants and inform design and training approaches.
  4. Identify priority issues and promising practices for women, peace, and security in targeted geographic areas. The scoping will identify challenges and issues women and men face in
  5. targeted areas in terms of Women, Peace, and security and highlight priority issues for AMPLIFY programming.
  6. Assess the needs of stakeholders working in WPS in targeted geographic areas and recommend activities based on needs and issues that are aligned with AMPLIFY outcomes and outputs.
  7. Provide information to measure baseline values for nine indicators, and to set and justify program targets for the program monitoring plan (indicators). This scoping study will contribute to the initial baseline assessment against which future activities will be evaluated. This assessment will examine the current situation regarding various issues of importance for each program outcome, along with a GESI analysis, among others.
  8. Identify potential risks to program delivery and recommend modifications to program design, if required, to better align with local needs.
Method:
Qualitative primary data collection, secondary data, and literature review. Depending on the availability of secondary data, some primary quantitative data collection may be required for indicator measures.

Data Responsibility:
TAF is committed to ethically collect, manage, use, and protect data in order to minimize the risk of harm to the people, communities, partners, and staff. The contractor is responsible for ensuring proper data use, data quality, and data protection, especially of sensitive data.

Data Use. Data from this scoping assessment will be used according to the objectives listed above, and only for those objectives. The contractor will not be able to use data from this study for any other purposes.

Data Quality. TAF will validate data through regular site visits and activity observation. TAF will review data collection methods, tools and templates, and support development of a data management plan for this specific scoping study. TAF will continuously engage the contractor to discuss milestones and progress in order to adapt project design to leverage new windows of opportunity or address any identified challenges.

Data Protection. TAF is committed to safeguarding, as relates not only to activity design and implementation, but also to the collection, storage, and use of sensitive data. To this end, the contractor is expected to ensure that the respondents and participants’ identities and personal information are kept confidential. Access to research data will be outlined in the data management plan.

Deliverables:
Inception report outlining the methodology and work plan.
Draft work plan for the assessment study including data collection process and quality assurance.
Draft and final assessment report as described above summarizing the methodology of the study and specifying any limitations/complications and changes to the initial design, including conclusions on the key findings and recommendations

Timeline: The Scoping study timeline will be determined.

  • Outline of proposed research methodology.
