The Role:

Reporting to the Communities Section Lead, the Business and Enterprise Development Specialist (BEDS) will join a team whose mandate is to advance the skills, practices and scope for disadvantaged Cambodian youth to enter gainful employment in local businesses and engage in enterprises. More specifically, the BEDS will be responsible for implementing key elements of a new project “Learn and Earn”, funded by the Swiss Agency for Development and Cooperation (SDC). Learn and Earn aims to support (1) children and youth in conflict with the law (2) young people who have been institutionalised in Residential Care Institutions (3) and other vulnerable young women in Siem Reap, Banteay Meanchey and Kandal Provinces who face substantial challenges that prevent them from continuing education, training and engaging in employment. Learn and Earn will provide consolidated holistic psychosocial support, training and skills development needs and improved gender equality through the collaborative efforts of stakeholders in order to facilitate their inclusion in diversified and decent work. The BEDS will also be expected to work collaboratively with other teams across This Life (TL) towards fulfilling our mission, adhering to our values, and contributing to the achievement of key objectives in the TL Strategic Plan 2020-2025. 


Key Responsibilities:

  • To become familiar with and understand the history, mission, objectives structure, programs and approaches of This Life.
  • Cooperate with the Deputy Director, Section Leads, Learn & Earn Project Coordinator, and other key staff and review project documents in order to understand the full scope of the SDC Learn and Earn project.
  • In liaison with the line manager, to refine and agree Key Performance Indicators (KPIs) and deliverables for both the Learn and Earn project and contribution to This Life organisational objectives.
  • Work with the team and line manager to further develop a three-month Basic Business & Enterprise course, including improved training content, materials and resources.
  • Identify and invite external speakers from Siem Reap-based enterprises/ local business community to share their practical experiences and insights within the course structure.
  • Deliver 3 cycles of the Basic Business & Enterprise course, to a total of 60 youth.
  • Design the Standard Operating Procedures and delivery plan for the Enterprise Employment Accelerator (EEA) component innovation of the Learn and Earn project.
  • Liaise with the Edith House VTSE team to select 10 youth to participate in the EEA pilot innovation.
  • Identify, select and carry out needs assessments of 5 Siem Reap-based enterprises or local businesses with which to pilot the EEA innovation.
  • Conduct collective training of youth and workplace counterparts at EEA enterprises to cover topics including (1) Decent work, inclusion and HR, (2) Entrepreneurship and Business planning, (3) Financial practices, Business analysis and Return on Investment, and (4) Marketing and business communications.
  • Coach and mentor business managers, enterprise staff and youth in on-the-job good business practices during follow-up visits to the 5 selected EEA Enterprises.
  • Develop relations and network with local business practitioners to enhance the quality and relevance of the Basic Business and Enterprise Course, EEA Innovation, and explore future scale-up potential.
  • Contribute to the identification of potential youth internships and employment opportunities. 
  • Execute required Monitoring, Evaluation, Accountability and Learning (MEAL) processes and report on progress and achievements against the relevant Learn & Earn project reporting KPIs.
  • Collaborate and share project information with Project Coordinators. Senior Management and external stakeholders.
  • Perform other duties as assigned.

Qualification and Experience Requirements:

  • A Degree or equivalent qualifications in Business Development or other directly relevant subjects.
  • Evidence of successfully analysing and developing businesses, proven achievements in facilitating business growth, improving return on investments and market penetration.
  • Experience in designing and delivering training packages/ courses in entrepreneurship, business enterprise, and business management.
  • Excellent communication skills, verbal and written, in both Khmer and English Languages.
  • Confidence in building relationships and networking with other businesses, partner organisations, governing authorities, and other stakeholders
  • Ability to work both independently and as part of a team

  • Experience and employment in a similar role in Cambodia for two or more years.
  • Involvement in projects that support inclusive economic development and employment in decent work.
  • An understanding and empathy for the development of social enterprises and practical experience in supporting Businesses for Good.
  • A wider understanding of one or more of This Life’s programming areas including- Gender Equality,
  • Education, Child Protection, Poverty Alleviation & Livelihoods, and Juvenile Justice.
