The HALO Trust’s mission is to lead the effort to protect lives and restore livelihoods for those affected by conflict. In over thirty countries, HALO removes landmines and other debris of war to release land safely back to communities.
HALO began operations in Cambodia in 1991 and has been working on clearing landmines and other explosive remnants of war, risk education, and survey. The programme currently employs just over 1,200 staff with 50% of deminers being women. The HALO Cambodia programme has three sublocations and around 35 demining camps spread out around the northwestern regions of Cambodia. Cambodian operational staff operate a working cycle of 21 days on average per month with 4-7 days off in between. HALO often operates in remote regions of the country with difficult access to electricity and clean water sources.

REPORTING TO: Operations Officer
The role of the WASH Officer involves assessing programme’s current WASH standards and implementation of WASH at all HALO locations and camps and implementing WASH standards across the programme. You will provide ongoing support and professional development to logistics and location staff to help build knowledge within the programme on WASH standards. You will be required to work collaboratively and ensure that HALO employees have access to safe, appropriate and quality WASH facilities at the HALO locations.
You will communicate regularly with senior HQ staff; updating them about progress and any further WASH issues as they arise.
This role is based in Siem Reap, Cambodia but will require some travel to the three sub-locations.
- Conduct programme wide WASH needs and risk assessments of staff accommodation, including all HALO locations and demining camps.
- Identify areas for improvement and prioritise these according to need and associated cost.
- Conduct a WASH Risk assessment at the programme level.
- Define and enforce set parameters for sanitation in terms of water quality, latrines, and wastewater disposal.
- Define programme WASH standards that are achievable and in line with logistical and financial constraints.
- Devise a camp construction template that the programme can implement on the opening of all new camps which meet pre-defined WASH standards. Support programme camp SOP development.
- Conduct quality assurance visits of demining camps and minefields to ensure that programme direction of WASH is being implemented at all levels.
- Advise medical staff on the minimum standards of WASH that should be enforced at minefields and assist in the development of a quality assurance checklist for Minefield WASH.
- Support logistics and medical departments on water quality, purification and filtration systems needed to meet HALO global water quality standards.
- Conduct 10% quality assurance check of minefields to ensure WASH standards are being implemented.
- Advise the programme on potential future considerations of WASH in relation to the seasonal changes.
- Work closely with Deputy Programme Manager and logistics on the implementation of WASH standards into any new construction project.
- Work closely with programme electrician and advise collectively on construction of new facilities that will ensure electrical safety.
- Regular meetings with the Operations Officer and/or Deputy Programme Manager to review WASH conditions, improvements, and complex medical cases and any other relevant discussion points.
- Communication as required regarding in and out of hours emergencies.
- Experience in implementing WASH standards.
- Experience in monitoring and evaluating the quality-of-service provisions and implementing necessary changes.
- Strong work tenure: 3-5 years’ experience in a similar role.
- Provide references.
- Basic / Intermediate English.

- Good communication skills and ability to deal with sensitive information.
- The ability to work with others to plan, manage and implement service developments.
