The National Centre for HIV/AIDS, Dermatology and STD (NCHADS) is the legally accountable Sub-Implementer of the Global Fund Program to implement the "Rapidly march toward and ending AIDS as a public Health threat by 2025, Increase Access to and improve Quality of TB Diagnosis and treatment and OD and community levels with Linkages to TB-HIV in Cambodia. NCHADS is looking for quality Technical Assistance (TA) from either a national/international service provider or firm in provision of technical assistance for HIV program. .
1. Background
Cambodia has made significant progress in its HIV response and, in 2017, achieved the 2020 Fast-Track treatment targets of 90-90-90, with 82% of people living with HIV (PLHIV) knowing their status, > 89% of those who know their status being on treatment, and 79% of those on treatment being virally suppressed. In the area of mother to child transmission (MTCT), HIV testing coverage among antenatal (ANC) attendees in 2018 was 88.4% and 85% of pregnant women (PW) living with HIV on antiretroviral therapy (ART).
The distribution and risk profile of newly identified PLHIV is complex, and Cambodia has made strides in understanding the rapidly evolving nature of its HIV epidemic. Key Populations (KPs) have been a prime focus of Cambodia’s national HIV response due to their high levels of HIV prevalence compared to the general population. In Cambodia, it is well recognized that some “KPs” are hard to reach or may not identify as KPs, and a proportion may have multiple and overlapping risks. The Cambodia goal for HIV programming is “Ending AIDS as a public health threat in Cambodia by 2025”.
2. Objective of the assignment
(a) To achieve this goal, a total of 8 core strategies were identified and will be implementing throughout the grant and they are:
- Boosted Continuum of Prevention, Care and Treatment (B-COPCT).
- Boosted Continuum of Care (B-COC).
- Boosted-Integrated Active Case Management (B-IACM).
- “Boost” differentiates prevention services.
- Scale up differentiated testing strategies.
- Comprehensive approach to differentiated care.
- Efficient and effective VCCT – integration into ART sites.
- Engaging private sector as part of the national HIV response.
- Avert new infections to less than 700 by 2025 through tailored and customized prevention
- interventions.
- Intensify targeted case detection to achieve the 1st 95.
- Uphold the 2nd 95 to ensure the 3rd 95 through universal coverage of quality HIV-related services along the HIV cascade of care.
- Sustain a robust national response through integration and securing domestic fiscal spaces for HIV.
3. Main Functionalities:
LOT A: Strengthening Logistic and Supply Management (LSM) technical capacity of the Logistics Management Unit (LMU) and integration of LSM into the MPI-DHIS2.
LOT B: Supporting the Technical Bureau and AIDS Care Unit (ACU) for effective and sustainable implementation of strategies, interventions, and other HIV-related activities.
4. Detail of Responsibilities( refer to Term of reference)
5. Qualifications and Experience Requirements:
- At least five years of professional experience as national/international service provider or firm in
- providing technical assistance to the RGC in areas of logistics and supply management and health program management.
- At least three years of professional experience for key staff of service provider in areas of public health,
- health program management, supply chain management or project management and with a minimum of medical or medical science degree is merit.
- Proven experience in provision of technical assistance to governments focusing on building capacity is a plus.
- Proven experience with international donors (such as World Bank, ADB, USAID, the Global Fund, GAVI…).
- Proven experience and knowledge of HIV/AIDS program and other HIV co-infection programs in South-East Asia region and/or Cambodia is an advantage.
- Proven progressing experience and reputation in working with Ministry of Health and Royal
- Government of Cambodia.
- Experience with LMIS development and implementation (such as DHIS2) is an advantage.
6. Key deliverables
- Ensure deliverables and results are completed and delivered on a timely basis.
- Ensure a smooth transition in case of TA personnel turnover and with no TA interruption during vacancy that will impact NCHADS performance.
- Continue to work towards knowledge and skill transfer to NCHADS staff and always abide by the principles of sustainability of our work and government ownership.
7. Duration:
The duration of the consultancy will be from 26 to 30 months , but limited to end of 2026.

9. Each EoI needs to include the following elements
- A cover letter expressing interest in the services and briefly stating which package is being applied for. (Maximum 2 pages)
- Organizational Structure includes or credentials document such as Patent tax certification, certification of incorporation, VAT registration, other qualification requirements
- Information on Manpower with qualifications, technical and professional competence necessary for successful implementation of the assignment (will need to provide CVs)
- Consultant's overall profile (Maximum 2 pages)
- Consultant's overall organizational structure (Maximum 2 pages)
- Experience of the firm/ firms submitting the EoI in a tabular form including country, client and donor, project title, project reference number, project value, # of international staff months, # of national staff months, project period, brief description of consultant's role in the project. List only the most important and relevant ones. (Maximum 5 pages) (Note: List the largest value and most relevant projects to this assignment first)
- List Consultant's direct experience in large community-driven development projects (Maximum 1 page)
- List Consultant's direct experience in Cambodia and/or other conflict/ immediate post conflict zones/ countries (Maximum 1 page)
- Contact and registration details of the firm or all the firms forming part of the joint venture. (Maximum 1 page)
- Submit financial audit report with annual turnover of the last 3 years (2021, 2022 & 2023)
- The firms should have been in business for at least last (5) years.
- Copies of verifiable of similar nature contracts with certificates and full address and contact information of the employers
10. The short-listing criteria for the EoIs for each Lot will be as follows:
- Most relevant experience in Proven experience and knowledge of HIV/AIDS program
- The consultant shall demonstrate having sound financial situation and capacity by submitting financial includes audit report with annual turnover of at least the minimum amount indicated in the table in any of the last 3 years (2021, 2022 & 2023);
- The consultant should have been in business for at least last (05) years.
- The consultant shall also have executed at least two contracts of similar the preceding last three years of not less than USD200,000.
- Organizational Structure Manpower with qualifications, technical and professional competence necessary for successful implementation of the assignment (will need to provide CVs)
