Childfund Korea is currently under INGO registration process, opening its branch as a Country Office in order to implement projects in Cambodia which is funded by ChildFund Korea. ChildFund Korea Cambodia Country Office is planning to employ approximately 10 staffs in 2024 in order to effectively manage its country office with current and prospective projects and its funding resources. By this job posting, we are employing the first quota of annual recruitment plan.
ChildFund Korea focuses on activities to protect the rights of all children, strengthen welfare programs based on children's rights under the UN Convention on the Rights of Children, actively responding to social issues, humanitarian aids, and other critical issues for children such as climate change, and strive to ensure children's rights.
As a part of INGO registration, we are required to have relevant staffs even before having the legal entity with the RGC. Hence, the successful candidate will work as a consultant officially, playing a role of above-mentioned role until the completion of INGO registration process.
Job purpose: The Quality Assurance Specialist, reporting to the Quality Assurance Department, will spearhead program quality management, project proposal development, donor and partner collaboration, and monitoring and evaluation. This role also entails actively monitoring and evaluating projects to guarantee their quality, effective use of resources, and positive impact.
The incumbent will play a crucial role in bridging between donors and the implementing partners, aiming to ensure a smooth project/program operation, including producing all kinds of reports for donors and managing implementing partners. This position is also to evaluate the effectiveness of digital literacy programs implemented by the ChildFund Korea. This position will also be involved in collecting feedback from participants, tracking progress towards set goals, and making adjustments to improve the programs over time, as well as developing project proposals to apply for the proposal calls offered by prospective donors.
Job Responsibilities:
- Provide guideline for project execution and financing to the partners
- Manage the timely submission of report as per written on project agreement (quarterly, semi-annual report, annual report)
- Review the project and financial report; ensure donor compliance with report
- Ensuring the project proposal’s objective and goal are adhere to/by the implementing partners
- Accountable for donor auditing and keep reminding partners and other related stakeholders about project auditing, ensuring project quality
- Working with all project partners on project management
- Ensure close coordination and communication with donors and stakeholders, including producing relevant reports required by donors and other stakeholders
- Embark a comprehensive search and assessment process to identify qualified implementing partners
- Conduct regular monitoring with partners to ensure well-functioning project implementation
- Take the lead in evaluation of baseline/midline/endline (included ToR and communication with consultants)
- In charge of producing relevant CFK Cambodia office’s activities report required by relevant ministries and government institution in accordance with provided templates
- In charge of developing relevant reports for/to the donors as per requirement
- Conduct needs assessment throughout Cambodia identifying the potential geographical area where the needs of Cambodia children and their community
- Develop targeted concept notes that directly address these identified needs
- Take lead/join the project proposal development, collaborating with other departments
- Master degree in Education, development studies, project management, statistics, or related disciplines
- Having the knowledge about 21st competencies in digital environment
- Proficiency with computer software commonly associated with M&E and researches (Excel, SPSS, EPI Info, and other research specific software package)
- Project Monitoring & Evaluation
- While experience in the education sector is a plus, this position requires further experience in other humanitarian development sectors: protection, health, food security, shelter, water, and sanitation and hygiene.
- Having experiences financial literacy and Online Safety
- At least 5-year experience in designing, monitoring and evaluation with international NGO demonstrated ability in program design, monitoring and evaluation
- At least 5 years of experience in humanitarian and/or development organization (including INGO/NGO and/or social enterprise)
- Ability to build and maintain effective relationships with internal stakeholders, external partners, and relevant local authorities
- Proficiency in spoken and (Advanced) written English and Khmer
- Excellent communication, negotiation, and conflict resolution skills
