1. BACKGROUND

Oxfam’s Cambodia-Laos-Vietnam (CLV) Cluster often needs to rapidly develop English language concept notes, proposals, and reports for external parties. The CLV Cluster is seeking to pre-qualify Proposal Development Consultants to work on a range of proposals for a variety of different donors.

2. OBJECTIVES

The consultant may be required to undertake one or more assignments during the course of the Framework Agreement. These may vary on type and duration of need. Types of activities the consultant may undertake include, but are not limited to,

• Read and understand all the necessary and supplementary documents related to the bid opportunity, e.g. call for proposals, invitation to tender.
• Undertake effective and streamlined communications on proposal development on a regular and timely basis.
• Design, organise and/or attend team meetings throughout the development process.
• Design and development of Theory of Change and/or Logical Framework.
• Develop concept note and/or full proposal by integrating inputs into a clear narrative that meets all donor instructions.
• Support the development of a realistic budget that matches the thematic narrative.
• Format, and copy edit proposals to ensure a high-quality final product.
• Review of final products prior to submission.

 

3. Assignment Deliverables

 

Deliverables vary upon assignment and will differ in size, scope, complexity, and duration. They could include the production of a complete set of deliverables, e.g. concept note, full proposal, budget, logical framework or may just include review and evaluation of a bid package. Most commonly, an assignment will be to write all, or parts of, a full proposal. A typical assignment may be between 3-15 days depending on need. All assignments will be based upon an agreed TOR which will stipulate, the purpose of the assignment, start and end date, number of days required, a list of activities and the expected deliverables. The Consultant will be paid a daily rate of based on a timesheet and invoice showing actual days worked in accordance with Oxfam Cambodia-Laos-Vietnam (CLV) policies.

 

4. TIMEFRAME

 

The Consultant will be provided a Framework Agreement for a maximum duration of 12 months. The Framework Agreement will stipulate the maximum number of days the consultant may be offered over a 12-month period but confers no contractual commitment that these days will be offered.

 

5. CONSULTANT PROFILE

 

Key Qualifications and Attributes

 

• Minimum Bachelor Degree in International Development or related field.
• Proven ability to produce formal, professional English language documents that surpass donor evaluation criteria and successfully progress to award of contract.
• Experience of budget preparation.

Experience and skills

 

• Experience leading teams in preparation of successful funding proposals.
• Experience of working on proposals for institutional donors e.g. DEVCO, FCDO, GAC, DFAT.
• Excellent writing skills and the ability to communicate complex technical ideas in a clear and compelling way, responsive to the priorities and interests of a particular donor.
• The ability to synthesize inputs from multiple sources into a cohesive narrative, writing concisely and clearly to convey key information.
• Demonstrable competence in writing both concept notes and full proposals, including Theory of Change and Logical Frameworks.
• Ability to support production, review, and evaluation of complex budgets.
• A good understanding of the context of international development its terminology and language and the differing styles and language and styles of variety of donors.
• A good understanding of the context of S.E.Asia, with an in-depth understanding of the context of one or more CLV Cluster Countries (e.g. Cambodia, Laos and/or Vietnam).
• Ability to work online and face-to-face under pressure and to very tight deadlines.
• Commitment to the aims, principles, and values of Oxfam.

 

Desirable

• Formal English language teaching certification and/or copy-editing certification.
• Experience of working in Cambodia, Laos or Vietnam
• Experience of working with Oxfam or other confederation and working across a range of organizational cultures.
