Project Background
Access to modern energy is a prerequisite for social and economic development, and to achieving many of the Sustainable Development Goals by 2030. Through SNV’s project and programmes, we address the negative social, economic, environmental, gender, and health implications of traditional cooking in rural Cambodia. The use of biomass for cooking fuel and associated smoke exposure contributes to serious health problems, leading to the death of 14,000 people in Cambodia per year.
SNV promotes through market based approaches, the dissemination of efficient artisan cookstoves for firewood, as well as the accelerates the transition from firewood to clean cooking fuels. SNV enhances awareness, activates demand, and builds capacity of local and national institutions aligned with Cambodia’s National Energy Efficiency Policy, its National Determined Contributions, and Health Plans and others.
Role of the Project Coordinator
The Energy Sector team at SNV in Cambodia, manages the Smoke Free Village programme, funded by the energy-access platform EnDev which is administrated by GIZ. To facilitate the scaling of the programme, the Project Coordinator will assist management and operational staff in planning, implementation, budgeting, keeping timelines, and ensuring that targets and quality levels are met.
The Project Coordinator works in line with SNV standards, SNV`s approach to project management and donor regulations, to achieve high quality and achieve the agreed results and deliverables of the project.
Job Description
- Supports the project team, partners and relevant stakeholders in the execution of Smoke Free Village.
- Plans and assigns deliverables and activities, reviews their progress and addresses deviations in terms of timelines and quality, based on project planning, deliverables agreed and budget set. Supports project reporting, closure and evaluation processes.
- Takes a leading role in the (technical) content of a project, ensures quality of the deliverables and ensures sufficient technical input to meet the quality standards.
- Ensures full compliance of administrative, finance and HR components of the project with SNV internal procedures and requirements specified in the donors, partners and consultants. Prepares, project budget and activities.
- Ensures collection, consolidation and review of project information, according to SNV’s monitoring and evaluation guidelines. Analyses and provides advice to management how to incorporate the new insights/best practices into the organisation’s policies and practices.
- Contributes to internal and external knowledge development, by full documentation and sharing of project insights and results. Develops knowledge by attending workshops and conferences. Ensures lessons learned are shared and applied in daily practice.
- Additional related tasks as from time to time directed by the Sector Leader
Qualifications
- Bachelor’s or Master’s degree in specialised/ relevant technical field and (min. 5 years) experience in development work and project implementation in relevant topics such such as energy, gender, health, or climate change related projects.
- Experience in project coordination or management, with institutional donors, foundations and other funders, preferably in the field of rural development, energy, health, sanitation, nutrition or related sectors.
- Excellent communication skills and ability to work effectively with national and subnational governments, in a team of national and international members.
- Demonstrates pro-activeness and analytical skills and ability to detect problems, recognise important information and link various data to trace causes of issues and their possible solutions.
- Encouraging and guiding team members in order to make their performance more effective and to enhance their self-perception and problem-solving skills.
- Setting high quality standards and striving for continuous improvement and quality assurance.
- The ability to hold on to views and plans of action despite adversity.
