Program Officer: This position is to support and manage parts of ODA tasks – Training and Scholarship program supported by KOICA, and education projects. Post-managing those who completed courses is also included – CAMKAA; a networking community of trainees.

1. Support implementation of training and scholarship programs, ensuring a smooth and successful awardee selection (40%)
- Coordinate with KOICA HQ to ensure enough information for program
- Analyze program (training and scholarship) and identify potential ministries for distributing program information and calling for applicant
- Manage application process, including reviewing and screening applications
- Support selecting awardee through coordinating with KOICA HQ
- Maintain communication with awardee and support them to ensure they met program requirements and they submitted necessary documents
- Provide logistic support like visa requesting to awardee if needed
- Conduct pre-departure orientation
- Develop public relation plan to promote KOICA Technical Assistance
- Update and report statistics of all training and scholarship program aftermath
- Provide feedback to the team for improvement of program if needed
- Support to conduct needs assessment
2. Coordinate and lead Cambodia-Korea Alumi Association (CAMKAA) (15%)
- Work with CAMKAA to develop annual plan (activity plan, budget plan)
- Collaborate with CAMKAA to plan and implement social activities, workshops/seminars, knowledge sharing session, annual reception
- Develop public relation plan to promote CAMKAA to public
3. Provide support to team on Public Private Partnership Program and Bilateral Project (mostly in the sector of Promoting Employment and Entrepreneurship) (45%)
- Communicate with line ministries
- Assist monitoring and evaluation on the desk and by field trip
- Support desk review on policy, strategy of Cambodian government related to project
- Attend meetings, conferences, seminars, and consultations on the sector and report the results
- Coordinate and provide logistical & administrative support in the office and in the fieldworks
- Draft letter and press release for events
- Translate project-related documents from Khmer to English or vice versa
- Cambodian Nationality
- Bachelor’s degree in social science, development program, or other related degree, preferably the student experienced with scholarship program
- More than 2-3 years of relevant experience
- Excellent computer skills (MS Word, Excel, Power Point, Email, etc.)
- Proven proficiency in writing and oral communication in Khmer and English
- Proven experience in providing logistical & administrative support, coordinating human resources development program
- Good interpersonal and relationship-building skills to communicate effectively in a clear, positive fashion with team member, partner and stakeholders such civil servant in line ministries, NGOs…etc.
- Good understanding on public relation
- Ability to adapt to changing program needs and work effectively in a fast-paced environment
- Self-starter and ability to work as part of a team
- Knowledge in capacity building, facilitation and problem solving
- Fast learner, willing to learn new things and enthusiastic on multi-tasks management
- Work experience in international agencies
