The NGO Forum on Cambodia is a highly esteemed membership-based organization comprising 70 local and international non-governmental organizations, each specializing in various areas of humanitarian and development assistance in Cambodia. NGOF serves as the representative body for the priorities and concerns of these civil society organizations, which in turn are accountable to the impoverished and vulnerable populations of Cambodia.
Established in the early 1980s by international NGOs advocating for an end to the aid embargo imposed on Cambodia at that time, The NGO Forum has evolved over the past three decades in response to the changing socio- political landscape of the country. Since its inception, The NGO Forum has garnered substantial institutional expertise in convening CSOs, facilitating networks among members for shared advocacy efforts, representing the diverse views and interests of its members, and engaging constructively with the government, development partners, and the private sector.
Job Purpose:
In collaboration with the program manager, the incumbent oversees project cycle management to effectively achieve the objectives of the SACHAS program. Additionally, the incumbent plays a key role in coordinating networks and engaging relevant stakeholders through policy dialogue, debates, and advocacy on behalf of the impoverished and vulnerable populations in Cambodia.
Moreover, the incumbent serves as the representative of the network, working collaboratively within a team to ensure the seamless operation of the network, accountability in budget expenditures, and compliance with the policies and procedures of The NGO Forum on Cambodia.

Job Responsibilities:
Network and Program Design
- Collaborate with the program manager to develop strategic plans, annual action plan, annual operational plan, and proposal for the networks under the programs of NGOF.
- Provide technical expertise and input to the program manager, who leads the proposal development process.
- Coordinate network members to formulate the network action plan, with guidance from the direct supervisor, to align with the program's goals.
Implementation
- Ensure the effective and efficient implementation of the network action plans within the designated timelines.
- Liaise with other NGOF networks/programs, government, development partners, and NGOs/CSOs to advance the network's agenda.
- Coordinate network members to contribute to the development of public policies and monitor their implementation for the benefit of the poor and vulnerable populations.
- Work closely with the media & communication assistant to produce articles, press releases, and correspondence for the direct supervisor.
Monitoring and Evaluation
- Pro-Poor Policy Development, Monitoring, and Analysis
- Analyze relevant pro-poor policies.
- Coordinate network members to provide inputs for the development of pro-poor policies.
- Monitor the implementation of project-related policies for the benefit of the poor and vulnerable populations.
- Prepare event reports, monthly progress reports, outcome harvesting reports, and other documents as required.
- Continuously monitor network activities based on the log frame and budget plan, and make necessary adjustments or reviews based on the monitoring results.
Network Management and Coordination
- Identify and engage appropriate NGOs as network members to strengthen the advocacy voice.
- Coordinate the effective and efficient management of existing network members.
- Coordinate and review the network's Terms of Reference to ensure full participation, ownership, leadership, and consensus building for the benefit of the network.
- Serve as the secretariat and ensure the smooth implementation and operation of the network's Terms of Reference through the steering committee mechanism.
- Coordinate the development and implementation of effective advocacy strategies for dialogue, debate, and advocacy with duty-bearers for the benefit of the poor people.
Financial Management
- Responsible for implementing network activities within the approved network budget.
- Prepare and submit requests for advances, disburse funds, and justify expenditures to management, following the organization's policies and procedures.
- Prepare contract agreements with consultants and monitor their implementation in accordance with the policies and procedures.
- Oversee the monitoring and review of the network's budget.

- Perform any other related duties as assigned by the supervisor.

- Comply with all relevant NGO Forum on Cambodia policies and standard procedures.

- Work constructively with colleagues in other programs and teams to achieve the organizational mission.
- Attend NGOF meetings and events, including but not limited to staff meetings, learning and sharing, staff retreats, program reflections, recruitment and selection, performance appraisal, and feedback sessions.
Qualifications
Education
- Bachelor's or master's degree in development studies, agronomy, natural resources management, environmental science, or a related subject.
- Qualifications and in-depth knowledge of agricultural policies and climate change are desirable.
Experiences
- Minimum five years of professional work experience with NGOs and donor partners in the selected field.
- Demonstrated experience in project cycle management and network coordination.
- Proven track record in facilitating dialogue, debate, and advocacy for pro-poor policy development and monitoring of implementation.
- Extensive experience in coordinating and facilitating network members and CSOs in consultation with government officials and development partners.
- Proven ability to work effectively in a team environment.
Skills and Competencies
- Proven ability to manage, delegate, and transfer skills and knowledge to colleagues.
- Strong proficiency in the use of computers and office software packages.
- Excellent oral and written communication skills in both Khmer and English.
