Plan International Cambodia was established in 2002 and is currently operating under its 4th Country Strategic Plan (FY22-FY27). Plan International Cambodia implements an integrated program in the provinces of Siem Reap, Stung Treng and Ratanak Kiri with the Country Office based in Phnom Penh. Additional projects are implemented in many provinces throughout Cambodia. The current Country Strategic was developed based on a child rights and girls rights horizon scanning, which assessed the root causes and gaps at household, community, district and national levels which result in girl’s rights being violated or unfulfilled. Based on this analysis, four strategic program owere developed, focused followings:
- Healthy Start (integrated Nutrition, ECCD and WASH);
- Protection Plus;
- Lifelong Learning (Education and TVET); and
- Girls Leadership
These programs have been designed to address key issues affecting children in Cambodia. Each sectoral program will integrate elements of other sectoral programs to enable them to be mutually reinforcing.

Purpose of the Independent Audit
The broad objective is to obtain reasonable assurance by reviewing the existing policies relating to its Accounting and Internal Control System and to identify issues and areas for improvement. Specific purpose of the assignment are as follows:
- Examine the evidence and supporting documents to assess the compliance position as required by Plan International Cambodia policies and local laws.
- Assess the accounting principles used and evaluate the overall financial statements presentation to Accounting and Auditing Regulator.
- Assess the adequacy and implementation of internal control system.
- Examine the follow up action for the previous audit recommendation.
- Produce an independent audit report.
- Complete specific audits and provide audit reports within deadlines to enable Plan International Cambodia to meet Accounting and Auditing Regulator deadline.
Terms of Reference (ToR)
Terms of Reference (ToR) is attached with the Invitation for Proposal/Bid prescribed details of all requirement. Please read it carefully and ensure that all requirements have been put in your proposal.
- Registered and has Certificate of Incorporation with Ministry of Commerce (MoC) of Kingdom of Cambodia.
- Registered and has a license with the Kampuchea Institute of Certified Public Accountants (KICPAA) and registered with Accounting and Auditing Regulator (ACAR).
- Registered VAT and Patent Tax 2024 with GDT of Cambodia.
- Audit firm and the composed audit Team Leader(s) have least 5 years of practicing experience in undertaking similar assurance service in international non-government organizations.
- The composed audit engagement team members’ background should be more than two years of practicing experience in undertaking similar assurance service in international non-government organizations.
- Propose and arrange at least two (02) different audit teams/groups which be able to conduct the site visit of three (03) different offices/locations at Siem Reap, Rattanakiri and Stueng Treng Province.

- Audit fee in US Dollar and inclusive of all taxes;
- Audit fee shall be included the “outlays” or miscellaneous expense such report binding of each financial reports and management letter (or internal control report), photocopy, stationery, telephone, fax charges, courier, traveling, project charges and other incidental expenses; and
- Audit fee has to separate: (i) fee of “Country Annual Audit FY24” and (ii) fee of “Country Annual Audit FY25”.
