Plan International Cambodia was established in 2002 and is currently operating under its 4th Country Strategic Plan (FY22-FY27). Plan International Cambodia implements an integrated program in the provinces of Siem Reap, Stung Treng and Ratanak Kiri with the Country Office based in Phnom Penh. Additional projects are implemented in many provinces throughout Cambodia. The current Country Strategic was developed based on a child rights and girls rights horizon scanning, which assessed the root causes and gaps at household, community, district and national levels which result in girl’s rights being violated or unfulfilled. Based on this analysis, four strategic program owere developed, focused followings:
- Healthy Start (integrated Nutrition, ECCD and WASH);
- Protection Plus;
- Lifelong Learning (Education and TVET); and
- Girls Leadership
These programs have been designed to address key issues affecting children in Cambodia. Each sectoral program will integrate elements of other sectoral programs to enable them to be mutually reinforcing.

Objectives of Project Baseline Study
The main objectives of project baseline study are threefold:
- To collect baseline data for all indicators of project outcomes and outputs (if applicable) as defined in the Girls Lead Project Result Framework.
- To provide strategic recommendation for the project to be implemented in effective and sustainable ways.
Terms of Reference (ToR)
Terms of Reference (ToR) is attached with the Invitation for Proposal/Bid prescribed details of all requirement. Please read it carefully and ensure that all requirements have been put in your proposal.
- Lead researcher: At least bachelor degree with 5 years experiences in research, experience in social development is preferable.
- Lead researcher and/or research team members: Proven extensive experience in research, baseline surveys, and evaluations on Gender and empowerment at least 5 years.
- Lead researcher and/or research team members: Proficiency in quantitative and qualitative methods of data collection, analysis, and report.
- Lead researcher and/or research team members: Experience in storing and analyzing large and diverse data sets.
- Lead researcher and/or research team members: Proficiency in statistics.
- Lead researcher and/or research team members: Experiences on Plan’s cross-cutting issues such as gender, inclusion as well as awareness on child protection and child rights issues.
- Lead researcher and/or research team members: Experience in working with local communities, particularly with indigenous communities.
- Data collectors have to act according to the child and young people guarding policies provided by Plan International Cambodia.
- Lead researcher: Available to stay in Cambodia during the survey period.
- Lead researcher and/or research team members: Good interview and analytical skills.
- Lead researcher and/or research team members: Fluency in English (and Khmer and indigenous languages for survey supervisors and/or enumerators).

Technical Proposal, Includes:
- Detail Technical Proposal that demonstrate and respond to the ToR and include at least the sections as follow:
- Proposed methodology;
- Ethics and child safeguarding approaches, including any identified risks and associated mitigation strategies;
- Proposed timelines; and
- List and CV of the composed lead researcher and key research team members.
- Submit at least two (02) example reports of the previous research or study.
Financial Proposal, Includes:
- Detailed itemized consultancy fees/costs breakdown of daily consultant fee rates and number of expected days input of each team member, travel and subsistence costs and administrative expenses (including all applicable taxes); and
- VAT (or Withholding tax) shall responsible by the Consultant and shall include in the proposed fees.
On submitting the offer, proposal and bid price will remain open for acceptance by Plan International Cambodia for a maximum period of 90 days after the deadline for submission of proposal.
By submission of the proposal the bidder has the intention to submit the bid and the bidder has fully understood the tender document and accepts the same.
