1.    Background (Project Background)
Innovations for Social Accountability in Cambodia (ISAC) is a five-and-a-half-year USAID- funded project implemented by FHI 360. ISAC works to support citizens in improving their capacity, access to information, and networks for collective action, helping them to build public demand and develop solutions to address community priorities. The ISAC vision is that when the project concludes, Cambodian citizens in targeted provinces will have the information, knowledge, skills, and networks necessary to hold local government accountable.

Implemented in the communities of Siem Reap, Battambang, Serey Sophorn, Poi Pet, Kandal, Kampong Chhnang, Phnom Penh, and Kampot, ISAC collaborates with international  partners    DAI,  Internews,  and  Open  Development  Cambodia  (ODC), alongside its local Implementing Partners (IPs), in urban areas to bring together diverse groups of citizens, civil society organizations (CSOs), technologists, and government officials (when appropriate) to discuss shared community priorities and common issues, develop potential solutions, and undertake collective action to build demand for change.

ISAC's Theory of change is as follows:
IF Cambodian citizens generate actionable information about public services, spending, and investment and encourage collective action around initiatives to improve public services at the local government level.

THEN citizen demand will be stronger, better organized, and better informed, and local authorities will be motivated to respond to citizen demands with improved services; eventually, all will benefit from cooperation.

Overall, ISAC aims to increase the availability of credible, accessible, and easily understood information and social accountability technology tools for use by CSOs, citizens, and journalists to strengthen civic understanding of government services and processes and improve accountability. The project is articulated around four (4) outcomes:

  • Outcome 1: Improved information access to government decisions and processes and the planning, spending, and investment of public funds
  • Outcome 2: Increased citizen participation and collective action to hold local government accountable for public services.
  • Outcome 3: Increased utilization of new or existing enabling technologies for citizens to hold local government accountable for the delivery of public services.
  • Outcome 4: Education and outreach to raise awareness of accountability and integrity in public administration.


2.    Purpose and Need
Outcome Harvesting (OH) is an innovative, flexible, and participatory approach that measures progress not against predetermined outcomes and objectives but rather by collecting evidence of achievements and working backward to understand whether and how an intervention contributed to those achievements or outcomes.

Outcomes are defined as changes in the behaviors, knowledge, skills, practices, relationships, etc., of one or more social actors influenced by a program. Following specific steps, the OH approach helps to identify, formulate, verify, analyze, and interpret outcomes to answer actionable, practical questions about an initiative, allowing the collection of data related not only to the predicted outcomes but also to the unpredicted ones.

This consultancy aligns with ISAC’s MEL plan, which requires Outcome Harvesting to be
executed during the last year of the activity. Through this monitoring and evaluation approach, ISAC aims to collect, analyze, and report on examples of significant outcomes from the major activities involving its various partners: media and CSO participants, government officials, stakeholders, and communities engaging with and/or attending activities arranged by ISAC, demonstrate the significance of the harvested outcomes, and identify the project’s contribution.

3.    Scope of work

  • Develop and propose a robust methodology to harvest the outcomes of the ISAC, including mechanisms to identify the type/domain of change and a work plan.
  • Plan  and  facilitate  an  in-person  Outcome  Harvesting  Workshop(s)  with  key stakeholders.
  • Prepare additional steps for outcomes statement validation.
  • Outcome findings presentation.
  • Define strong outcome statements with clear descriptions including their significance and ISAC contribution. Write and submit the Outcome Harvesting report.


4.    Required Skills and Experience

  • Proven experience leading Outcome Harvesting or related activity in evaluating project impact through development intervention, particularly in international, and
  • multi-stakeholder contexts.
  • A minimum of 7 years experience in qualitative methodologies
  • Previous experience in carrying out designing and conducting evaluations and organizing surveys, preferably Outcome Mapping and Outcome Harvesting in Cambodia.
  • Proven track record in Monitoring, Evaluation, and Learning (MEL) in Civil Society and Peace Building Sector preferable.
  • Experience in leading Focus Group Discussions and Key Informant Interviews (KII)
  • Highly skilled at facilitating workshops.
  • Strong analytical and communication skills.
  • Fluency in Khmer is preferable. Fluency in English is mandatory.

5.    Timeline and Commitment
The consultant will be engaged for approximately 20 days over a period of a maximum of two months.
The project will require an effective engagement, aligning with the key project timeline.

The period of performance is expected from June 01, 2024, to July 31, 2024 (Total estimated LOE – 20 days). S/he will use his/her own computer.

Location of Work

The consultant will work in person (Cambodia) and remotely.
