Consultancy Services for Detailed Design and Construction Supervision of Landfill and Waste Treatment Infrastructure in Siem Reap, Kampong Speu and Kandal Province (MPWT-CS-01)
1. The Kingdom of Cambodia through the Ministry of Economy and Finance (MEF), Ministry of Interior (MoI), Ministry of Environment (MoE) and Ministry of Public Works and Transport (MPWT) has received Credit in the amount of US$63.00 million equivalent from the International Development Association (IDA) toward the cost of Cambodia Solid Waste and Plastic Management Improvement Project with the closing date of April 30, 2029, and intends to apply part of the proceeds for the captioned consultancy services.
2. The Consultancy Services include activities necessary to subsequently procure a civil works contractor for the development of a sanitary landfills and waste treatment facilities in Siem Reap, Kandal and Kampong Speu; including closure works and cleanup activities of related existing waste disposal sites and operations, as needed. Construction supervision and capacity development are other key tasks. Key tasks under the assignment are:
(i) Carrying out a complete topographic survey of the existing dumpsites and proposed new landfill sites, including the area in the vicinity of the sites to confirm site demarcation and Carrying out site investigations and collection and analysis of geological, topographical, hydrogeological and other data required for the design basis (specifically update of the waste quantities), including identification of additional sampling and testing programs required for adequate designing purposes under the contract;
(ii) Preliminary Engineering Design, basic cost estimate and accompanying required gate fees;
(iii) Development of a preliminary Environmental and occupational, health and safety Management Plan and coordination with the consultants that will be carrying out the full Environmental and Social Impact Assessment and Environmental and Social Management Plan -under separate contract;
(iv) Detailed Design, including drawings, specifications and detailed cost estimates (Bill of Quantities) as well as operational manual for the landfill and waste treatment facilities and definition of
performance specifications for management and operation contract with accompanying required waste
gate fee;
(v) Preparation of Bidding Documents and provision of procurement assistance and bid evaluation support; and
(vi) Construction supervision and training, training and transfer of skills, capacity building,

4. Consultants will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in accordance with the World Bank Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations for IPF Borrower – 4th Edition”). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria include:
6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. Contract Award Condition: Only the selected firm is required to register their business legally in accordance to the Cambodia Law which is a part of the contract awarding procedures. This requirement is not applied for eligibility and evaluation of proposal. Payment for services rendered shall be made exclusively to the registered bank accounts.

- at least 10 years of similar experience in design as well as works supervision for solid waste infrastructure (landfill and waste treatment facilities) under national and international projects
- and in the South-East Asia region;
- at least 02 (two) similar assignments undertaken in the past 7 years;
- at least 03 (three) references of sanitary landfill design should be provided as well as construction
- supervision; References should include the waste capacity and the costing information plus
- information on the cost per ton of waste basis and whether the landfills have been constructed and are operational;
- experience in carrying out site investigations and clean-up/remediation projects, preferably for closed dumpsites as well as carrying out environmental studies consistent with World Bank
- Environmental Standards;
- experience in capacity building and training and implementation support of government staff;
- and
- similar experience in waste landfills and environmental infrastructure development projects in
- Cambodia and/or other low-income countries and the development of affordable solutions that
- are environmental and socially acceptable by taking into account a balance of operation and maintenance costs with capital investment costs.
