1. Background
Equitable Cambodia (EC) is a Cambodian Non-Government organization working to promote equitable development and the progressive realization of human rights in Cambodia through research, evidence-based advocacy, community empowerment and organizing. Equitable Cambodia was registered by the Ministry of Interior as a Cambodian national non-governmental organization in March 2012.
2. Purpose of Evaluation
Equitable Cambodia was established to advance human rights and accountability in Cambodia’s development model. Its current Strategic Plan (2022-2024) set forth a road map for achieving ambitious outcomes related to the protection and defense of land, housing and natural resource rights and the promotion of accountability of all actors involved in Cambodia’s development. Commissioning this external evaluation is a vital part of Equitable Cambodia’s commitment to its own accountability to its constituents and supporters.
The main purposes of the evaluation will be the following:
Accountability:
• Provide an independent and credible assessment of the results of Equitable Cambodia’s 3-year plan, including the achievement of expected outcomes and impacts for community partners and the contribution of those impacts to changes in the society at large.
Learning:
• Identify lessons learned from the experiences of Equitable
Cambodia’s community partners and identify which approaches and
methodologies have been effective in meaningfully and tangibly advancing
community empowerment and securing remedies for communities affected by
development or investment-related human rights violations.
•
Identify lessons from the experiences of women and Indigenous Peoples
whom Equitable Cambodia has worked with to identity the extent to which
Equitable Cambodia’s approaches and methodologies has resulted in their
economic and political empowerment.
• Make recommendations for how
Equitable Cambodia can strengthen its institutional and program
effectiveness, including its systems of Monitoring and Evaluation to
further advance its mission and goals during its next strategic plan.
Subsequently, an organization-wide External Evaluation Report will be required to be completed by 15 July 2024.
Finally, an updated/revised Organizational Strategic Plan, including recommendations, and lessons that arise from the Evaluation Report will be required no later than 31 July 2024.

3. Budget
An appropriate budget should be provided along with the application, setting out estimates for work to be completed. EC will provide competitive rates for the work to be undertaken.
4. Required Skills
Work and Educational Experience:
• A minimum of 5 years’ relevant experience undertaking
evaluation/strategic planning for organizations or businesses working on
human rights and/or sustainable development is required, including
logframe design.
• Experience working within Cambodia, including a Cambodian national applicant team member, is strongly preferred.
• Experience working with vulnerable groups such as women and indigenous people

A Masters or higher-level degree in human rights, sociology,
international development, community development, or other related
field.
• Excellent English writing and communication skills in both
Khmer and English are required, applicants with proficiency in Kreung,
Kachok, Tompun, and Jarai are strongly preferred.
• Knowledge of other South-East Asian languages is an advantage although not required
