1. Background:
In partnership with APSARA National Authority, Live & Learn is implementing the 5-year “Angkor Water Resilience (AWR) project” funded by the New Zealand Ministry of Foreign Affairs and Trade, in the Angkor Park Heritage site in Siem Reap. The project aims to effectively manage water resources, reducing both floods and droughts, to enhance the resilience of communities within and around Angkor Park, while protecting ancient monuments. With its six outputs and twelve key activities, the AWR project has its work packages related to water management, green infrastructure, agriculture, and education.
2. Scope and objective of the assignment
Within the project’s agriculture work package, Live & Learn is seeking to build a greater understanding of gendered participation and labour mobility in designing both the content and delivery model of our homestead gardens activity across 34 target villages.

Live & Learn is looking for a qualified consultant to conduct an analysis to guide how the project will;
- Understand WHAT household farmers want/need when it comes to household gardens;
- Define WHO target audiences should be and building a selection process;
- Define HOW trainings can be structured and delivered;
- Define HOW to make the project equitable and sustainable; and
- Define HOW to make the project inclusive in design and accessibility.
Using the previous points as reference to the intended use of the analysis, we aim for the report to provide analyses and recommendations to the following questions:
- What are the key gendered differences/gaps in agriculture development for the Angkor communities?
- What are the key gendered differences/gaps of climate change impacts for the Angkor communities?
- How would/could our homestead garden activity be impacted by labour migration and potentially impact women's workloads (highlighting female headed households)?
- Are there existing social/advocacy networks for women/men/disabled peoples to support inclusion
- and knowledge transfer that could be used by the Angkor communities? and,
- What are the capabilities and the capacities of gender/ disabled/ vulnerable peoples in regard to learning abilities to be able to participate in the homestead gardens activity?
3. Consultant’s responsibilities
The Consultant’s responsibilities include:
a) Review existing academic reports and papers;
b) Conduct data collection (if required);
c) Debrief preliminary findings and recommendations through submitting a draft report; and
d) Finalize the analysis report.

6. TimeframeThe Consultant’s responsibilities include:
a) Review existing academic reports and papers;
b) Conduct data collection (if required);
c) Debrief preliminary findings and recommendations through submitting a draft report; and
d) Finalize the analysis report.
4. Accountability and management:
The AWR project management team has the following roles and responsibilities:
- Orientation of the consultant, making sure she/he has clear understanding of the Project and ToR;
- Agree the final ToR and any adjustments to ToR as required.
- Approve of key aspects of analysis tools and methodology, questions and questionnaire designs.
- Reviewing and approving of the versions of the report; and
- All analysis-related products will be wholly owned by Live & Learn and cannot be used without prior permission.
5. Consultant Qualifications and skills required:
- Advanced university degree in public policy, gender study, economic, social science, research and relevant postgraduate background.
- A minimum of 3 years of progressively responsible experience in the areas of gender mapping and analyses, auditing, promotion of gender equality and mainstreaming.
- Good engagement and analytical skills and excellent report writing and facilitation skills.
- Excellent written, verbal and interpersonal communication skills in English.
- Proven track record and experience in gender-related work.
- Knowledge and experience of Live & Learn’s work would be advantageous.
The assignment could start from the last week of May 2024 and the final report would be submitted by the end of June 2024.
7. Deliverables
a) Summary of desk review findings
b) Primary data collection methods, tools, samples, and schedule.
c) Drafted report
d) Final report with recommendations.
8. Submission Requirement
- Proposal, budget plan (inclusive of tax on services), and tentative schedules
- A comprehensive letter of motivation
- Up-to-date CV of the consultant
