The Asia Foundation is a nonprofit international development organization committed to improving lives and expanding opportunities across Asia and the Pacific. Supported by the New Zealand Ministry of Foreign Affairs and Trade (MFAT), The Asia Foundation is implementing a NZ$15,000,000 regional Activity titled AMPLIFY: Amplifying Women’s Peace Actions in ASEAN. The goal of AMPLIFY is to mitigate the disproportionate impacts of conflict and insecurity on women in ASEAN, and to strengthen peace actions through women’s participation and receipt of benefits. AMPLIFY’s team supports regional interventions in ASEAN, with country-level program components in Cambodia, Laos and Myanmar.

RELATIONSHIPS
Internal:
- The Regional Program Manager will report directly to the Women Peace Security Advisor, interact with MERL Specialist and other team members spread across country offices, and occasionally with colleagues at The Asia Foundation’s headquarters. Depending on the successful candidate's nationality, this position can be based in The Asia Foundation’s office in Thailand, Lao PDR, or Cambodia.
External:
The Regional Program Manager will develop relationships with civil society organizations, academia, government, non-government, and development partners.
REQUIREMENTS AND SKILLS
Education:
- Advanced degree in International Development, Gender Studies, Law, Economics, or a related field.
Experience:
- A minimum of 7 years of relevant professional experience, with at least 5 years of experience related to international development program management.
- Proven experience in the delivery of development programs and/or activities related to women’s empowerment, peacebuilding, and/or conflict prevention is preferred.
- Experience with multicountry/cultural and multi-sectoral programs involving government agencies in Southeast Asia is a distinct advantage.
- Strong oral and written communication skills in English.
- Proven ability to take leadership in decision-making and strategic planning and to work productively, independently, and with a remote team.
- Strong team-building, representational, facilitation, and problem-solving skills.
- Willingness and ability to travel within the ASEAN region.
GENERAL JOB FUNCTIONS
This position provides day-to-day leadership and oversight of the AMPLIFY program.
Program management
- Oversee timely and high-quality delivery of AMPLIFY’s work plan and program deliverables;
- Be responsible for quality control of the technical aspects of performance, procurement, personnel, reporting, and other management-related requirements;
- Working together with the WPS Advisor, provide technical guidance for program activities on WPS, including conceptualizing, designing, implementing, and monitoring innovative, cutting- edge programming activities;
- Supervise a team of professionals and experts across technical and functional areas.
- Coordinate donor reports, overseeing inputs from the MERL Specialist and country teams.
- Conduct field visits in ASEAN countries.
Stakeholder engagement
- Build and manage relationships with external partners, including civil society organizations, academia, and development partners;
- Facilitate meeting and consulting regularly with the donor regarding the program’s performance and direction through coordinating AMPLIFY’s Technical and Advisory Committees;
- Provide coaching and assistance to country offices/partners/grantees as they implement program activities;
Financial management and operations oversight
- Oversee project budgeting and financial management;
- Oversee financial project reports, coordinating inputs from finance support staff and country teams.
