2. BACKGROUND
The Royal Government of Cambodia (RGC) has already taken several initial steps for advancing her National Adaption Plan (NAP) supported by the UNDP, UNEP and Gesellschaft für Internationale Zusammenarbeit (GIZ) in 2013, to identify entry points for the Government to institutionalize Cambodia’s National Adaptation Plan (NAP) process. Since then, the country has utilized the NAP process aims to identify and address the vulnerabilities in key sectors, including agriculture, water resource, forest ecosystem, fisheries; infrastructure; health and coastal zones. The stocktaking report and recommendations for a NAP roadmap subsequently informed the development of three essential documents, including the National Adaptation Plan Process in Cambodia 2017, the Cambodia National Adaption Plan Framework and Implementation Plan 2017, and the Cambodia National Adaptation Plan Communication Strategy 2018. The NAP process has therefore been used to identify ways to improve adaptation planning at both local and national levels. Building on these efforts, the project contributes to addressing gaps and barriers that have already been observed and well documented, including data and information challenges; sectoral issues; subnational issues; and communication issues.
Cambodia has been actively engaged with the Green Climate Fund (GCF) through the General Directorate of Policy and Strategy (GDPS) of the Ministry of Environment as a part of the strategy to respond to climate change. This 1.5 years readiness project on “Establishing an Effective Evidence-Based National Adaption Plan (NAP) process at National and Subnational Scales for Cambodia Phase1-NAP phase1)” is funded by GCF Readiness Program and according to the arrangement of the Ministry of Environment’s top management structure is implementing by the GDPS. The GDPS and DCC will undertake the project implementation and management; monitor and evaluation activities; and prepare a regular update on the project’s implementation progress and financial reports.
The overall project objective is “to strengthen institutional and scientific capacity in Cambodia to formulate and implement national, sectoral, and subnational climate change adaptation strategies and actions”.
Three main outcomes are expected from this project include (phase I): (1) Supporting the formulation of the first Cambodia National Climate Report (NCR) which will provide evidence basis produced to design adaptation solutions for maximum impact; (2) Adaptation planning governance and institutional coordination strengthened; and (3) Private sector engagement in adaption catalyzed.
3. SCOPE OF WORK
With the advice from National Project Director/Manager, the National Consultant will provide technical and administrative support to implement project outcome, output, activities, specifically to develop information dissemination strategy on the NAP process to subnational officials and institutions.
Roles and Responsibilities:
- Develop comprehensive workplan to guide the work;
- Conduct periodic team meetings concerning the updated tasks;
- Coordinate a review of NAP/CCA information dissemination approaches in other
- countries to identify best practices;
- Meet and coordinate with relevant stakeholders to conduct the assignment;
- Liaise with NCDD to identify approaches for disseminating information to subnational levels and for enhancing communication between MoE/GDPS/DCC and subnational levels;
- Ensure full GESI integration in information dissemination strategy;
- Train MoE/GDPS/DCC and other relevant stakeholders on the strategy and its implementation, with training materials; and
- Perform other tasks as required.
Education |
Advanced University Degree (Master or Ph.D) in environmental sciences, policy and planning, natural resource management, publications/medias, management in economics, climate change, development studies, or other related fields. |
Experience |
- At least 5 years of related working experiences to this assignment; - Best knowledge of communication and dissemination strategy; - Expertise in ToT training on dissemination strategy; - Experience in providing training to government and non- government on dissemination strategy and implementation; - Experience in working with the Ministry of Environment (MoE) related to climate change, NAP is an advantage. |
