Position: Project Officer (My Village)__Deadline:18-April

My Village (MVi) is a Cambodian non-profit-non-government-organization which was founded in November 2006. MVi is working in northeast provinces of Cambodia, particular in Mondulkiri and Stung Treng Province. The main MVi development endeavors is to promote Indigenous People's rights to land, forestry, Natural Resource Management (NAM), Modern Agricultural Production and Market (MAP), Climate Change and Community Renewable Energy Options (CRE), Social Accountability (SAC) and community empowerment in partnership through the development of network and community groups, building women network and supporting the community to improve their livelihood status. Strengthen indigenous and local communities to become competent, fully recognized, and accountable local institutions for natural resource management and local development. Indigenous and local communities have more ownership and a better quality of life.
 
Program Operation and Management:
  • To assist the Program Coordinator (PC) in overseeing the Access to the Strengthen ICT members to continue the ICT registration process, empower committees to effectively manage community land, and raise the challenges of the ICT registration process project
  • To assist Program Coordinator (PC) to the program, specially oversee the project of to the Strengthen ICT members to continue the ICT registration process, empower committees to effectively manage community land, and raise the challenges of the ICT registration process project.
  • To maintain the project information, monitoring, documentation, and related data;
  • To contribute with team and other in-charge officer to develop the project concept idea and strategy and responsible for project-wide reporting;
  • Carry out the ICT registration project under the supervision of Program Coordinator (PC) with support from the Program Coordinator (PC);
  • Preparing budget plan and project plan (monthly plan, quarterly plan, and annual plan) and ensuring that these plans are implemented within the defined budget and milestone deliverables timeframe;
  • Responsible for the expenditure, and forecasting future expenditure in relation to budgets in the program;
  • Preparing the monthly reports, case study and success story on ICT registration project for Program Coordinator (PC) in cooperation with another program team and Program Coordinator (PC);
  • Check and monitoring expend of project, prior to the payment and obtain and file all required supporting documentation with the invoices;
  • Fully implement the ICT Activities, support technique on GPS and GIS.
  • Participate weekly programs team meeting to updated the project achievement and ensure the sustainability of the project;
  • Participate in the monthly program office meeting and other meeting as required.
  • Encourage to have good cooperation with stakeholders during the project implementation.
Staff Capacity Building:
  • Assisting the program staff in their role of supporting communities to obtain their rights under Cambodian and international laws. There is also a direct role in passing on information to Program Coordinator;
  • Focus on building the staff capacities of the unit within the subordinate staff. Indicators for success in this would be the ability of those key staff to fulfill their role and build capacity of others.
Monitoring and Evaluation:
  • Maintain program information system and records;
  • Undertake field monitoring of project activities in the target areas;
  • Follow up and field monitoring the program implementation and ensure that the program outputs and outcome are achieved within the defined budget and milestone deliverables timeframe.
Policy Implementation:
  • Ensure the implementation of official MVi policies and procedures.
  • Keep informed of the general Cambodian development context with special attention to issues of IP's Rights and Natural resources management, indigenous collective land title registration, and its relations
Liaison and Networking:
  • Assist Program Coordinator (PC) in representation, communication and dealing with other as required;
  • Assist consultants and visitors with interpreting during field visits and translation of documents, take minutes meetings and workshops as necessary;
  • Fully contribute to the running of training and workshops and other capacity-building activities

Requirement:
  • University decree in community development, rural development, natural resources management, or relevant field;
  • Two years working experiences in integrated community development, resource security and indigenous people’s rights
  • technique on GPS and GIS.
  • Knowledge of community organizing, natural resource management and rights, food security, income generation, saving group, community enterprise and business development;
  • Ability to drive Motorcycle and stay in the community;
  • Ability to prepare monthly, semester and annual report on the regular basis in Khmer/English;
  • Ability to plan, assign, coordinate, organize and prioritize work;
  • Potential management experiences of staff management and project management.
  • Proven skills in community participatory, managing training and facilitation, and advocacy.
  • Effective verbal, listening, communications facilitation skill and team building
  • A strong track record in open and transparent financial management
  • Good in speaking, reading, and writing in English and Khmer.
  • Good computer application skills.
  • Flexible and able to prioritize own workload, take initiative, work independently and meet deadlines
