Working in Cambodia since 2005, SNV implements projects in the agriculture, energy, and water sanitation and hygiene (WASH) sectors. Our work is aligned with the country’s national development priorities and strategies. We work in close collaboration with the royal government, civil society, and private sector. Our multi-national team of experts works from our national office in Phnom Penh.

SME development

The use of biomass for cooking fuel and associated smoke exposure contributes to serious health problems, leading to the death of 14,000 people in Cambodia per year. Many more lives, mainly those of women and children, are affected by smoke-related health conditions that reduce overall quality and length of life. Further, the smoke emissions from open fires add to greenhouse gasses that are responsible for climate change. Finally, cooking is strongly connected to livelihoods, gender and inequalities at household level.

Together with our partner Energizing Development (EnDev) and RVO from the Netherlands we stimulate SME development in the clean cooking markets through tools including ‘results based finance’, investments funds and capacity development towards the public and private sector. The aim is to create new dynamics in the supply chain of cookstoves that may lead to a stronger offering of products (electric or high tier biomass stoves) that enhance adoption of smoke free cooking in rural Cambodia.

Strengthening the Entrepreneurial Ecosystem for Higher Tier Clean Cooking in Cambodia

The “Higher Tier Cooking Component” (HTCC) under the programme “Strengthening the Entrepreneurial Ecosystem for Clean Cooking” is co-financed by the European Commission, the Dutch Ministry of Foreign Affairs, and Danida. The programme is coordinated by RVO and in partnership with EnDev.

The objective of the SEE-HTCCC programme is to improve access to clean energy services and promote the use of clean cooking methods. It aims to resolve imperfections in market systems of clean cooking products and services, removing bottleneck in access to finance, and fostering an improved enabling environment for enterprises to grow and mature.

The programme will focus its activities on the greater Tonle Sap area while also aligning with those regions where the EnDev CIC programme is already active through local governments. The project will look at potential synergies with EU programming in the region, while being mindful of potential supplier limitations. The programme offers two funding mechanisms (Result-Based Financing and Innovation Funds) to MSMEs that sell cookstoves and biodigesters in five target provinces in Cambodia; Battambang, Pursat, Siem Reap, Kampot and Kampong Speu provinces. A total of 20,000 cookstoves and 1,000 biodigesters will be incentivized between 2023 to 2025.

Role of the Project Assistant 

The Project Assistant provides support in the implementation of the project by following guided procedures and processes, according to specific rules and donor compliance. Under the HTCC project, the Project Assistant supports Finance and Administration process, ensuring the fund disbursement to supported SMEs on time. The Project Assistant assists in M&E works of cookstove sales’ data collection and monitoring and ensure the quality of collected data.

Job Description

  • Ensures the (quality of the) service delivery conform procedures and guidelines of SNV. She/he ensures timelines and project standards are met.
  • Provide support for the project to process the fund disbursement to supported SMEs in a timely manner.
  • Ensures sufficient supporting documents for the payment, financial documents are carefully checked and properly calculated. The Project Assistant provides feedback to Project Field Officers for any identified issues and cooperates with them to address any issues without delays.
  • Supports the team through gathering relevant data such as cookstove sales’ data, and processing it in line with formats, procedures and requirements and based on the information supplied.
  • Ensures data is accurately checked, organised in the required system, and report results according to requirements.
  • Additional related tasks as from time to time directed by the Project Manager.

Qualifications

  • Equivalent in related degree and 2 relevant experience in the thematic area of the project or experience in assisting project staff in the project implementation or in project administration, M &E.
  • The ability to communicate in clear language and to adjust one’s use of language to the audience’s level, making sure ideas and essence are understood by the audience.
  • The ability to remain fully functional by adapting to changing circumstances (environment, procedures, people).
  • Flag any bottle necks and explain the issues to the team in a clear fashion.
  • Show passion and enthusiasm to work with private sector, business and sustainable development.
  • Good oral and written communication skills in English.
  • Solid computer skills in MS-applications (Word, Excel, Outlook, Powerpoint, Internet, etc.)
  • Knowledge of SAP by Design and Sharepoint is an added advantage
