The Fisheries Action Coalition Team (FACT) was established in 2000. FACT works to strengthen the NGO coalition and the Coalition of Cambodia Fishers (CCF) for better fisheries resources management; support capacity development of community fisheries (CFi)/community protected area (CPA) committees, members and other local focal persons; empower them to work on and address practical fisheries related issues that are affecting their livelihoods; and develop economy of the local fishers through diversification of their income sources such as ecotourism/tourism, fish processing, water-hyacinth handicraft, beekeeping, plastic-waste handicraft and eco-bricks. FACT implements its program activities in three regions of Cambodia, including Tonle Sap, Coastal and Mekong. FACT is now seeking to recruit qualified candidates to fulfill its own various vacant positions as follows:

Report to : Monitoring, Evaluation, and Research Coordinator (MRC)

Key Responsibilities
- Assist MRC in developing M&E tools;
- Develop and strengthen monitoring, inspection and evaluation procedures;
- Monitor all project activities, expenditures and progress towards achieving the project outputs;
- Recommend for further improvement of FACT’s logical frame work;
- Develop monitoring and impact indicator for the project success;
- Monitor and evaluate overall progress on achievement of results;
- Monitor the sustainability of the project's results;
- Oversee all the data collection and analysis processes to measure progress and achievements according to the M&E plan
- Provide feedback to DED, Program Manager, Management Team members and other concerned staff on project strategies and activities;
- Report monthly, quarterly, semi-annual and annual progress/narrative reports on all project activities to the DED and Program Manager;
- Conduct capacity assessment on existing monitoring and evaluation system;
- Develop indicators and a monitoring strategy for the project;
- Support monitoring and evaluation of the effects and impact of the project;
- Assist DED and Program Manager in preparing other relevant reports, finding lesson learnt, success stories and case studies, in particular for publication in Fishers Voice Magazine;
- Promote dissemination of lesson learnt, success stories and knowledge sharing;
- Organize and conduct training on M&E tools to all concerned staff;
- Organises and accurately complete multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships;
- Assist DED and Program Manager in the preparation of reports on the findings and lessons learned from project innovations;
- Collect and entry project related data into system;
- Prepare and maintain data base;
- Build and strengthen relationship and communication with external partners, including NGOs, donors, government officials, CCF, TFN, MFN, CFN, CFi, CBOs and other relevant stakeholders;
- Provide on-time information sharing and support to his/her direct supervisor and FACT Management Team (MT) members;
- Perform other duties as required by ED, DED and other FACT Management Team members;
Requirements
- At least a bachelor degree in natural resource management, social science, project management or equivalent);
- At least 3-year working experience in natural/fisheries resources;
- Strong experience in project coordination and communication with relevant stakeholders;
- Strong community mobilization skills and understanding community development concepts;
- High commitment and being flexible, working well under pressure and donor’s deadline (work plan, projection plan, and reporting);
- Good English literacy;
- Ability to analyse and write project reports in English;
- Ability to collect information from a range of sources;
- Ability to analyse, conceptualizes, negotiate, initiate ideas and creative solutions;
- Good experience on project monitoring and evaluation including tools development and reporting;
- Excellent interpersonal communication and training skills;
- Being honest and good team work;
- Computer literacy (Word, Excel, Internet, PPT & E-mail...)
- High patience, working under pressure, and high commitment to achieve FACT’s VMG.
