Area of Responsibility:
Total Energies Renewables owns 100% of a 74MWp solar plant in Battambang Province, Thmar Koul district, Cambodia. The plant is operational since 2021 and is operated by the Chinese O&M Company Risen Energy.
Mission:
- Direct report to TotalEnergies local Managing Director & Functional report to TotalEnergies HQ HSE Coordinator,
- Monitoring the implementation of HSE standards and rules on the Project in accordance with the Contract and TotalEnergies Company Rules & Standards,
- Lead HSE interface between CONTRACTOR and TotalEnergies Team,
- Promotes HSE awareness at all levels through exemplary and pro-active behavior with regard to HSE rules & requirements (leading by example),
- Promotes compliance around safety, construction integrity and respect of the environment.
- Ensure CONTRACTOR develop and implement the Project in compliance with Project HSE plans and procedures, TotalEnergies HSE Requirements, HSE Standards, applicable local legislation, International Standards and regulations,
- Ensure that all site activities carried out by CONTRACTOR and SUBCONTRACTORS are conducted in strict accordance with TTE HSE Standards,
- Ensure the implementation of the HSE Risk Management process, and that every activity is covered by the relevant Risk Assessment and Job Safety Analysis,
- Act as HSE focal point for the work developed at site / field level and provide HSE support and advice to TotalEnergies Team,
- Ensure CONTRACTOR and SUBCONTRACTORS personnel has the necessary HSE equipment needed, especially Personal Protective Equipment (PPE),
- Ensure that site HSE meetings and reviews are performed and recorded accordingly,
- Ensure an emergency response plan is developed for any identified potential event, and that drills are carried out accordingly,
- Ensure the HSE procedures for the specific tasks are kept updated,
- Ensure the personnel onsite have attended the relevant HSE inductions and trainings, and have habilitation and certificates required for their tasks,
- Perform routine and random HSE inspections on a daily basis in order to monitor HSE procedures implementation on site and ensure the follow up of corrective actions,
- Stop & report immediately any anomaly, violation & unsafe practice, o Promote a proactive and positive HSE climate,
- Spread HSE rules / standards / procedures / communication on site, o Attend and participate in daily meetings and Toolbox & Pre-Job Talks,
- Ensure that relevant risk assessments are complied with, and that Job Safety Analysis are prepared, o In relation with TotalEnergies Team, participate in the review of Contractor and Subcontractors work documents (Method Statement, Risk analysis, JSA, Lifting plans…etc),
- Advise on safe operative techniques and methodologies for the planning, safety control (i.e. JSA), o Ensure adequate HSE reporting in line with TotalEnergies rules,
- Inspect on a regular basis CONTRACTOR & SUBCONTRACTORS activity,
- o Control compliance of the equipment used on site (vehicle, lifting gears, work at height equipment, electrical tools, fire extinguishers…etc),
- Monitor the effective implementation of the Permit to Work system on site, o Ensure that any HSE event is reported in due time,
- Assist in the investigation of accidents and analysis in order to identify trends and propose the necessary corrective measures, and ensure corrective or preventive measures are communicated and implemented, o Monitor and maintain control measures in the use of hazardous materials,
- Conducts a follow-up of regular formal inspections together with Subcontractors representatives (verification exercises, walkthroughs, specific inspections…),
- Coordinate activities with TotalEnergies Team,
- In HSE point of view, Supervise and witness CONTRACTOR & SUBCONTRACTORS operation
- Fluent English is mandatory. Khmer is a plus. Chinese is a plus
- 5+ years of experience in PV (preferred) or Oil &Gas
- Experience in lifting, work at height, Electricity, LOTO, commissioning
- Field experience
- Strong ability to implement pragmatically sustainable actions to improve safety.
- Excellent communication level (animation, trainings, presentations) with people on the field, as well as project teams and VPs.
- Work as HSE/OPS duet with the operational seniors on site and contribute with their HSE upskilling to promote operational to become OPS HSE ambassadors
