The Fisheries Action Coalition Team (FACT) was established in 2000. FACT works to strengthen the NGO coalition and the Coalition of Cambodia Fishers (CCF) for better fisheries resources management; support capacity development of community fisheries (CFi)/community protected area (CPA) committees, members and other local focal persons; empower them to work on and address practical fisheries related issues that are affecting their livelihoods; and develop economy of the local fishers through diversification of their income sources such as ecotourism/tourism, fish processing, water-hyacinth handicraft, beekeeping, plastic-waste handicraft and eco-bricks. FACT implements its program activities in three regions of Cambodia, including Tonle Sap, Coastal and Mekong. FACT is now seeking to recruit qualified candidates to fulfill its own various vacant positions as follows:

Report to : Finance Coordinator (FC) and Finance Manager (FM)
Salary : Based on experience and qualifications
Key Responsibilities
- Determines eligibility for advance and settle payment or to verify the accuracy of payment made, according to defined FACT policies in compliance with donor policies and guidelines;
- Data entry into the accounting system on daily basis for all financial and accounting transactions for the project;
- Produces and submits monthly, quarterly, semi-annual, and annual financial reports to FC/FM;
- Conducts monitoring and evaluation of financial management and usage by project staff on regular basis;
- In liaison and with support from the finance unit and under direct supervision from his/her supervisor and other FACT MT members, verifies all the expenses of field activities in compliance with FACT’s and donor financial policies to ensure the budget is effectively, and efficiently and accountably used;
- Monthly collects bank statements and other documents to prepare cash/bank reconciliation sheets;
- Under direct supervision of FC and/or FM, processes monthly payrolls, NSSF, salary tax, and disk pay to process the salary payment to bank and NSSF.
- Assists FC and/or FM in conducting project-related procurement including obtaining quotations.
- Under direct supervision and support from FC and/or FM and line management, develops and documents all relevant financial management procedures.
- Assists FC and/or FM in preparing documentation for the external and independent auditor and conducting internal control/internal auditing;
- Files all project-related financial documents;
- Participates in monthly and quarterly Support Unit meetings and other FACT meetings as required;
- Supports organizing project-related workshops/meetings/events;
- Involves in project design, planning, implementation, monitoring, follow-up and evaluation of the projects/programs;
- Assist FC and/or FM to identifies training needs related to financial management to project staff as requested;
- Provides on-time information sharing and support to his/her direct supervisor and other MT members;
- Strengthens relationship and communication among finance and program team;
- Involves in fundraising, in particular assist FC and/or FM to develop budget;
- Performs other duties requested by direct supervisor and FACT MT members.
Requirements:
- Bachelor degree in Finance, Management, Development Study or equivalent, master degree is a must;
- Three-year working experience with NGOs in finance, administration, operation support and working with NGOs;
- Ability to prepare financial report on the monthly, quarterly, semi-annual and annual basis in Khmer/English;
- Ability to maintain a high level of accuracy in preparing and entering financial and payroll information;
- Computer literacy;
- Effective verbal, listening and communication skill
- High knowledge on bookkeeping, accounting, spreadsheet, Quick Book and word processing programs, and email;
- Have a very high level of personal and professional integrity and trustworthiness
- Has a strong work ethic, takes initiatives, and requires minimal direction
- Good in speaking, reading, and writing in English and Khmer.
- Flexibility and motivation;
- Ability to work under high pressure because of donor deadline;
- Good team work;
- Good knowledge about fisheries related issues, including illegal fishing, fisheries related legal frameworks, climate change and hydropower development project and its impacts (optional);
- Honest and reliable.
- High patience, working under pressure, and high commitment to achieve FACT’s VMG.
