Ministry of Land Management, Urban Planning and Construction, LASED III (IDA Credit No.: 67060-KH)
REQUEST FOR EXPRESSIONS OF INTEREST
1. The Royal Government of Cambodia (RGC) through the Ministry of Land Management, Urban Planning and Construction (MLMUPC) as Executing Agency (EA) and Ministry of Agriculture, Forestry and Fisheries (MAFF) as Implementing Agency (IA), have received financing from the World Bank for Land Allocation for Social and Economic Development Project III (LASED III) and intend to apply part of the proceeds of this credit to payments for consultant for “Finance Assistant” (Ref No. MLMUPC-CS-90).
2. The FA will: (i) in close collaboration with the financial team and consultants, provide financial support to the national and sub-national teams for the implementation of project’s activities; (ii) assist financial team to review advance request, payment claims and supporting documents; and (iii) support financial team in to prepare the project documents, withdrawal applications, statement of expenditures, payroll/withholding Tax, progress report, mission documents and other ad-hoc reports etc.,
Reporting Line. The finance assistant will report to the Project Director and day-to-day work under the direct supervision of financial team and consultants.
Main Tasks. The main tasks of the consultant are as follows:

The selection process will be carried out in accordance with provisions set forth in the Government Procurement Manual for Externally Financed Projects/Programs in Cambodia and Approved Selection Method for Individual Consultant - Section VII. Approved Selection Methods: Consulting Services of the World Bank Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017 and August 2018).
5. The duty station will be at the office of LASED III at the Ministry of Land Management, Urban Planning and Construction (MLMUPC) and travel to project sites. The Consultant is expected to start the work as soon as conveniently possible. The first three months will be a probationary period, after which s/he will be confirmed for the initial one-year period subject to satisfactory performance.

- Review advance requests, payment claims, and supporting documents before submitting financial team;
- Review expense forms and supporting documents for project mission, training and workshops;
- Follow up clearance of advances from relevant project staff at national and sub-national levels;
- Under guidance from the finance team, support financial team to prepare vouchers, reconciliations of all accounts and financial documents to ensure their accuracy;
- Maintain the voucher filing system to ensure that all vouchers are complete and proper filling;
- Support the finance team in preparing advance register, contract register, statement of expenditures, bank book, petty cash book, and other necessary reconciliation,
- Support the finance team in obtaining quotations, preparing quotation comparison and arranging coffee break for meetings and workshops,
- Support the finance team in logistics for meetings and workshops.
- Regularly post transactions into the Project’s accounting software,
- Other Duties: Perform other duties relating to financial activities and other project activities as requested by Project Director and day-to-day work by the financial team.
- Bachelor’s degree in accounting or finance, or Certified Accounting Technician qualification;
- At least three years of working experience in accounting or financial management for projects or non-profit organization or companies;
- Good computer skills in using Microsoft Excel and other relevant computerized accounting software Sage 50;
- Proficient in spoken both in English and Khmer;
- Adaptation to the working environment of the projects and able to travel to target provinces.
