Damnok Toek (DT) is looking for a dynamic, motivated and experienced individual to review its programming for Income Generation Activities in Poi Pet.
Background
Damnok Toek in Poi Pet supports children and families who are vulnerable to poverty, unsafe migration and trafficking. Damnok Toek’s programming in Poi Pet focuses on child protection through a number of inter-related interventions to prevent unsafe migration, provide safety and services for children who are unable to reside with their families, and safely reintegrate children into their families and communities through access to education and family reintegration initiatives.
DT’s Futures Office supports adults to find employment and income, reducing their risk to unsafe migration and trafficking and enabling them to strengthen family economic resilience. The Futures Office provides services in:
Career counselling Life skills development
Apprenticeships for clients Vocational Training
Income Generation Activities (IGA)
The purpose of this position is to review the effectiveness and impact of IGA programming in the last 12-18 months, identify existing resource and capacity gaps in the management and implementation of the IGA programming and – as necessary – provide capacity training to DT staff to strengthen training, monitoring, mentoring and outcome measurement for IGAs

Role and Responsibilities
The Consultant for IGA will provide technical expertise to DT follows:
Phase 1 - Review of IGA
- Design and conduct outcome assessment of IGA distribution with beneficiaries and provide outcome assessment report, including cost benefit analysis to measure the costs and benefits of, measurement of development outcomes on household, identification of factors that contribute to the success or failure of IGA programming (approx. 5 days excluding travel)
- Review the IGA programme design and implementation at DT’s Futures Office, including assessment of training materials and staff technical capacity (approx. 2 days)
- Produce outcome report with findings and recommendations for Phase 2 (approx. 2 days)
The outputs and recommendations of the initial phase of the consultancy phase will form the basis for the negotiation for the second phase of the consultancy between the DT and the Consultant to cover:
- Monitoring plan and tool
- Capacity building training to staff to strengthen delivery, mentoring, monitoring and outcome reporting for IGAs
Position Qualifications, Experience and Qualities
Essential
- Bachelor’s Degree in relevant field such as Business; experience working in the Cambodian civil society sector an advantage.
- At least 3 years’ experience in development and delivery of micro and small enterprise development and entrepreneurship training for vulnerable and unbanked populations
- Demonstrated experience in technical capacity building for income generation activity service delivery
- Fluency in written and spoken Khmer and English;
- Computer literate--MS Office, Outlook Suite, Internet
