The Office of the High Commissioner for Human Rights (OHCHR) is the principal United Nations agency responsible for the promotion and protection of human rights. It is part of the Secretariat of the United Nations, an inter-governmental organization made up of 193 Member States. OHCHR’s headquarters are in Geneva, Switzerland. It maintains an office at the United Nations Headquarters in New York, country and regional offices, and human rights advisers assigned to United Nations Country Teams. It also manages United Nations peacekeeping missions around the world. The Office of the High Commissioner for Human Rights has been operating in Cambodia since October 1993. The 1991 Paris Peace Accords had given the United Nations Transitional Authority in Cambodia (UNTAC) a mandate to monitor the human rights situation during the transitional period (1991-1993). Once the work of UNTAC was concluded, the Accords mandated the United Nations to continue its human rights work in the country. The Office’s programme developed from this mandate.
Context
Under the direct supervision of the Public Information Officer (PIO) and overall guidance of the Representative of the Office of the High Commissioner for Human Rights in Cambodia (OHCHR), the National UN Volunteer (Assistant PIO) will provide programme support and services in the implementation of OHCHR work plan and communications activities of the office and assist with public communications, campaigns and also monitoring media for internal purposes, ensuring high quality, accuracy and consistency of work. The Assistant PIO will work in close collaboration with all Programmatic and Administrative Units of the Office, and the management to provide communication support, exchange information and contribute to programme delivery.
Task description
• Provide support to establish and maintain regular contact with local regional and international media;
• Undertake communications tasks and campaigns as needed and in coordination with the PIO and the programmatic units and country representatives;
• Draft press releases and draft/edit media responses where needed;
• Draft communication materials content in English and Khmer languages
• Plan and prepare documents necessary to execute communication activities including purchase requests, concept notes, creative briefs and check lists to ensure high quality programme deliveryPrepare daily media review of relevant news for distribution amongst a select address list.
• Participate in meetings and missions where required, provide photographic/videographic/filming support and draft social media posts.
• Work in coordination with other members of the United Nations Communications Group.
• Plan and prepare campaigns on critical calendar days, such as Human Rights Day, working in tandem of external contractors where necessary.
• Draft human interest web stories and social media posts to illustrate human rights success stories or needs within the country office mandate.
• Liaise with the communications/media counterparts of other UN entities, donors and partner organisations in the country on all necessary matters.
• Ensure that communications and visibility are inline and according to the OHCHR and donor organisations guidelines
• Prepare weekly and monthly progress reports, media monitoring
• Maintain stock of publications and communication material and provide support to relevant support staff in keeping it up to date
• Support in managing social and digital media platforms including updating website/s
• Assist PIO in engagement and training activities with media, journalists and counterparts to enhance the visibility and improve the reputation of the organisation
• Assist in taking notes and minutes of the meeting and its timely submission and dissemination
• Carry out such other related tasks as requested by the PIO
Required experience
3 years of experience in an area relevant to the function;
• Experience working in the UN or other international development organization is an asset;
• Information and communications technical knowledge is mandatory;
• Knowledge of designing and editing is an asset;
• Proficiency in spoken and written Khmer and English;
• Excellent oral and written skills; excellent drafting, formulation, reporting skills;
• Accuracy and professionalism in document production and editing;
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
