The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to the Kingdom of Cambodia works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Cambodian government in areas that are part of the EU’s remit.
We offer
The post of Account Clerk (Local
Agent Group 3) in the Delegation’s Administration Section. The team
consists of 9 people and there are occasional typical working hours.
Under this post, the recruited
person will be attributed functions depending on the needs of the
Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Administration Section, providing support, expertise and assistance in the relevant field.
Following main tasks and duties are currently required:
- Payments: Act as financial initiating agent and ensure all payments for administrative and Press and Information Budget are processed according to the Financial Regulations and instructions from HQ using ABAC system and respecting all deadlines.
- Commitments: Act as Financial initiating Agent and ensure that all commitments for Press and information budget are correctly processed according to the financial regulations and instructions from HQ using ABAC system and respecting all deadlines.
- Mission advance and reimbursement: Act as financial initiating agent to calculate and process staff mission reimbursements following accordance with the mission guide and Implementation Rules.
- Press & Information: Assist in the preparation of all financial reports on forecast and consumption.
- Third Party: Act as financial initiating agent to coordinate and encode all requirements for 3rd party data in ABAC system.
- VAT: Prepare necessary documents for VAT refund
- Contracts: Act as back up on Contract encoding on the relevant application
- Protocol: Act as back-up with protocol issues such as visa extension and transfer, personal effects, CD plate number for officials and contract agents with the relevant ministries
- Human Resources: Assist in the local recruitment process such as CV screenings as well as leave monitoring for local staff
- Budget Monitoring: Act as a back-up to monitor the Administrative budget by maintaining up-to-date and accurate Xcel data.
- Ex-Post Control: Prepare the follow-up to ex-post control requests within the required deadlines and transmit to headquarters (back up task).
- Exception Reporting: Ensure all exceptions to the financial rules and regulations are registered and maintain the Exception Report File in accordance with instructions from Ex-Post Control (back up task)
- Budget Preparation: Assist in the preparation of the annual Administrative budget and the mid-term review.
- Reporting: Assist in the preparation of all reports on Administrative expenditure.
- Local Staff: Calculate and prepare monthly salaries, provident fund and severance grant for local staff using E-del-HRM and ABAC systems (back up task).
- Filing/Archiving: Maintain the Imprest Account files and all other financial files up-to-date and in a secure environment, in compliance with the regulations.
- Other administrative tasks: Carry out any other administrative tasks as assigned by the Head of Administration and/or the Head of Delegation.
The base salary will depend on relevant and verified employment experience, typically starting from step 1 equal to 1,062.00 EUR (One thousand and sixty-two EURO only) monthly salary. The expected start date will be 01/07/2024.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
- Minimum of University degree in Business Administration, Accountancy or equivalent;
- Minimum of 3 years of relevant experience in the domain;
- Working knowledge B2 of English and C2 of Khmer;
- Right to residence and work in Cambodia;
- Medical fitness to carry out the tasks assigned.
Assets / selection criteria (basis for awarding points to select the best applicant)
- level of computer skills (Word, Excel, PowerPoint, Outlook, etc.);
- level of language skills in French;
- extent of archivist/archiving experience or training;
- previous working experience in Public procurement procedure and contracts’ financial follow up;
- Previous working experience with VAT declaration and recovery;
- previous experience on monitoring and follow up of budget implementation ;
- previous working experience in Diplomatic mission, International Organisation or similar;
- knowledge and/or experience with the EU institutions’ ways of working.

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV and talent screener, practical testing and interviews. Maximum 6 best candidates will be invited to the final interview and maximum 2 will be shortlisted.
